1. Sheet TS100: Occupancy Classification: The Code Review identifies the space as a “Tutoring Center.” Provide clarification of the proposed use, including the educational program, age group served, and maximum occupant load, to determine the appropriate occupancy classification per 2024 IBC Sections 304 and 305. For example,
Group B: Confirm whether the use involves training or skill development not within a school or academic program. If the occupant load exceeds 50, evaluate Group A classification.
Group E: Confirm whether the facility is a charter school or provides educational services through grade 12, including the age group and grades served.
Additionally, during my research I noticed a sign permit has been submitted Stating “Pinnacle Charter Schools” so E occupancy seems likely. Revise the Code Analysis to identify the applicable use and occupancy classification.
2. Sheet TS100: The project scope shall include the entire area associated with the Certificate of Occupancy. Clarify the area identified as 1,045 SF, as the Occupant Load Calculation Table indicates 2,609 SF and the measured area exceeds 2,800 SF. Revise plans and calculations as necessary.
3. Sheet TS100: Please recalculate the Design Occupant Load using the Occupant Load Factor (OLF) that best fits the proposed Use as shown in 2024 IBC Table 1004.5. For example, the Student area would likely use 20 SF per occupant, the Break Area would typically use 15 SF per occupant.
4. Sheet TS100: Please revise the plumbing fixture calculations to reflect an E use. IBC 305.1 & IBC 2902.1
5. Sheet TS100: Please add the 2024 International Existing Building Code IEBC to the Applicable Codes and update the Accessibility Code references to the 2017 ICC A117.1 Treat as a typical note.
6. Sheet A101: Please reverse the swing of the front doors to swing in the direction of egress and have panic hardware. IBC 1010.1.2.1 & 1010.2.8
7. Sheet A101: Please provide Exit signs at each exit door, as required to direct egress. IBC 1013.1
8. Sheet A101: Please indicate on the plans if there is a bar/countertop around the three compartment sink. IBC 107.2.1
Please contact me if you have any questions about the above comments.

10/05/2026 Commercial Plumbing REQUIRES RESUBMIT The proposed water cooler is not permanently connected to a water source and thus does not meet the requirements for a point-of-use water dispenser. The use of a point-of-use water dispenser in lieu of a drinking fountain requires the installation of a listed and labeled dispenser along with a permanently mounted disposable cup dispenser. The cup dispenser shall be located adjacent to the water dispenser with the dispensing end between 34” and 48” above the finished floor. 10/06/2026 Site Zoning REQUIRES RESUBMIT FROM: Olga Salazar
PDSD Zoning Review Section

PROJECT: TC-COM-0926-01559 – Learning Center
Instructional School (1st Review)
4092 E 22nd Street – C-2 Zoning

TRANSMITTAL DATE: October 6, 2026

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

1. COMMENT: On the cover sheet, please correct the following:

- Under “Project Code Review,” please identify the proposed use of the property as classified under the City of Tucson Unified Development Code (UDC), which would be an instructional school use.

- Under “Applicable Codes,” please correct the zoning code to Unified Development Code.

2. COMMENT: Based on the last approved permit for this suite, TC-COM-1024-01959, the total square footage is 2,876 s.f. Please correct this information or clarify this discrepancy.

3. COMMENT: The existing suite is part of a shopping center that shares a parking lot with other businesses, operating as a single site. A parking calculation is required to demonstrate sufficient on-site parking to accommodate the proposed instructional school land use while ensuring that no more than 50% of the site's floor area is dedicated to uses with a parking formula of one space per 100 square feet of Gross Floor Area (GFA) or a more intense formula, maintaining the shopping center definition (UDC 11.3.9.C.3).

Please provide parking calculations for the entire site, including the required parking for the proposed instructional school use. Per UDC Table 7.4.4-1, this use requires 1 parking space per 200 square feet of GFA.

You may reference Development Package D11-0009, available here: https://pro.tucsonaz.gov/permitdetails/D11-0009/, for information regarding the parking calculations. An updated parking calculation table will be required.

4. COMMENT: More comments may be forthcoming based on the next submittal's response.
