Additionally, please submit complete copies of all permit documents (i.e. plans, calculations, reports, etc.) even if they have not been changed. Please note the submittal was incomplete and the plan review was conducted using the information presented. The subsequent review could generate more comments after original comments have been addressed. 1. Since both doors are required for egress and the rear door is not accessible, revise plans to provide an exterior area for assisted rescue at the rear exit exterior landing per IBC 1009.7.1–1009.7.4 or provide an accessible ramp from the rear exit to the exit discharge. A. Each exterior area for assisted rescue shall be sized to accommodate wheelchair spaces in accordance with Section 1009.6.3 (minimum clear floor space of 30 inches by 48 inches). (Ref. Section 1009.7.1) B. Exterior walls separating the exterior area for assisted rescue from the interior of the building shall have a minimum 1-hour fire-resistance rating, tested for exposure to fire from the inside. (Ref. Section 1009.7.2) C. Signage Requirements: I. Each door providing access to an exterior area for assisted rescue shall be identified with a sign stating: “EXTERIOR AREA FOR ASSISTED RESCUE.” II. Signs shall comply with ICC A117.1 for visual characters and include the International Symbol of Accessibility. III. Where exit sign illumination is required by Section 1013.3, such signs shall be illuminated. IV. In addition, visual characters, raised characters, and braille signage complying with ICC A117.1 shall be provided at each door to an area of refuge or exterior area for assisted rescue in accordance with Section 1013.4. D. Directional Signage: I. Directional signage indicating the location of all other means of egress, and identifying which are accessible means of egress, shall be provided at: II. Exits serving a required accessible space but not providing an approved accessible means of egress. The intent of this signage is to inform occupants of all available means of egress and to identify which are accessible. Because not all exits may provide an accessible route, it is appropriate to provide this information at exit stairways, even if they are not part of an accessible means of egress. Directional signage is not required to include raised characters or braille. Depending on the facility, this could be as simple as a block plan showing the main corridors and stairways in relation to the elevator. E. Alternate Option: 2. As an alternative, an accessible ramp may be constructed to provide an accessible route from the rear exit door to the exit discharge. 3. Provide illumination for the means of egress, including the exit discharge per IBC 1008. Show compliance with the following: A. The means of egress shall be illuminated at all times the building space is occupied. B. The means of egress illumination level shall not be less than 1 foot-candle at the walking surface. C. The means of egress illumination shall be supplied by backup power (consisting of storage batteries, unit equipment, or an on-site generator) for a duration of not less than 90 minutes. IBC 1008.3 4. Please show the exterior accessible route from the accessible parking spot to the accessible entrance to the space. IBC 1104.1 5. IEBC 305.7 requires that accessibility be provided to the altered spaces. Where the existing path of travel elements, which entails a primary entrance, a primary path of travel, sanitary facilities serving the area, a drinking fountain, and signs. Otherwise, accessibility upgrades shall be required in accordance with IEBC.305.7. 1. If the cost of providing or upgrading the items above to be accessible is disproportionate to the cost of construction (exceeds 20% of the cost of construction not including accessibility upgrades), please provide information to verify construction costs. If this exemption is taken, accessibility upgrades equaling 20% of the cost of the project shall be made. Please contact me if you have any questions about these comments. COMMENT: Zoning has reviewed the building plans for compliance with the C-1 zone. The principal use and accessory uses were not specified. Add a note under Code Review on the cover sheet specifying the principal use as Retail Trade – General Merchandise Sales excluding Large Retail Establishment, and the proposed accessory uses, Food Service excluding Soup Kitchens and Alcohol Beverage Service. 2. COMMENT: The determination requested for this property did not include Alcoholic Beverage Service. This use may be permitted as an accessory to Food Service as long as the service area does not exceed, in size, 25% of the Food Service area. Clarify the percentage of Gross Floor Area (GFA) dedicated to this use on the floor plan and cover sheet. 3. COMMENT: More comments may be forthcoming based on the next submittal's response.
