Plan review for the above referenced project has been completed. This letter reflects comments to be addressed. To facilitate a shorter back-check time, we request that you please, only provide plans and calculation pages that have been revised, clouding any changes, along with a written response to each of the noted items indicating the action taken.

The scope of this review covers the architectural, structural, plumbing, mechanical, and electrical designs as they relate to the codes adopted by the jurisdiction. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

1. Previous Comment: Please provide on the plans a complete code analysis of the building including the following:
a. Indicate on the plans the construction type for this building per 2018 IBC Ch. 6. Still Required: Is this Building of Type III-A or Type III-B Construction; the new information provided lists Type III Construction leaving out the letter designation. {Type III-A is fire-protected construction and Type III-B is not fire-protected.} Still Required: The top of the updated code analysis lists the building as Type III-A Construction, but then below it lists the building as Type III-B Construction and shows that many of the building elements require no fire rating. Please coordinate. {Type III-A requires many of the structural elements to be 1-hour rated for protection of the structure, however none of the new structural work is indicated as being protected from fire.}

3. Previous Comment: New Comment: The marijuana odor mitigation system has addressed all the new heat pumps, but what about the exhaust fans; they also need to be addressed. Still Required: This comment has not been addressed. The grow rooms supplied by the new mechanical units each contain exhaust fans (i.e. EF-5 thru EF-11) with carbon filters. However exhaust fans EF-1 thru EF-4 also require odor mitigation (i.e. carbon filters).

4. New Comment: A CO2 generator system is being provided to enrich the grow rooms with CO2. 2018 IFC Sec. 5307.4.3 has requirements for alarms where CO2 enrichment takes place. Please provide on the plans the requirement for this system as follows:

5307.4.3 Gas detection system. A gas detection system complying with 916 shall be provided in rooms or indoor areas in which the carbon dioxide enrichment process is located, in rooms or indoor areas in which container systems are located, and in other areas where carbon dioxide is expected to accumulate. Carbon dioxide sensors shall be provided within 12 inches of the floor in the area where the gas is expected to accumulate, or leaks are most likely to occur. The system shall be designed as follows:
1. Activates a low-level alarm upon detection of carbon dioxide concentration of 5,000 ppm.
2. Activates a high-level alarm upon detection of a carbon dioxide concentration of 30,000 ppm.
5307.4.3.1 System Activation.
Activation of the low-level gas detection system alarm shall automatically:
1. Stop the flow of carbon dioxide to the piping system.
2. Activate the mechanical exhaust ventilation system.
3. Activate an audible and visible supervisory alarm signal at an approved location within the building.
Activation of the high-level gas detection system alarm shall automatically:
1. Stop the flow of carbon dioxide to the piping system.
2. Activate the mechanical exhaust ventilation system.
3. Activate an audible and visible evacuation alarm both inside and outside of the carbon dioxide enrichment area, and the area in which the carbon dioxide containers are located.
Also, the rooms where CO2 enrichment is provided shall be maintained at a negative pressure in relation to the surrounding rooms, and signage shall be provided at the entrances to the enrichment rooms per 2018 UFC Sec. 5307.4.5. {Since the design uses generators instead of tanks and piping, the first “activation” should be to shut off the generators which will “stop the flow”.}
