Plan review for the above referenced project has been completed. This letter reflects comments to be addressed. PLEASE send all response to comments back to the City through the permit portal! Responses sent directly to Stantec will be ignored. Also, please submit complete copies of all permit documents (i.e. plans, calculations, reports, etc.) even if they have not been changed. Please cloud and delta all changes and provide a letter with a written response to each of the comments indicating the action taken.

The scope of this review covers the architectural, structural, plumbing, mechanical, and electrical designs as they relate to the codes adopted by the jurisdiction. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

ARCHITECTURAL COMMENTS

General

1. Please indicate on the cover of the drawings that the automatic fire sprinkler system [2018 IBC Sec. 903] and fire alarm system [2018 IBC Sec. 907] are to be provided as part of this project and are to be submitted as a separate permit (not a deferred submittal).

2. Sheet AS212 describes the renovation of the swimming pool, pool equipment, and the pool barrier. Please note on the cover of the drawings (and on Sheet AS212) that the swimming pool will require a separate permit.

3. Note on the cover of the drawings that special inspection is required for concrete, epoxy and expansion anchors, high-strength bolts, field welding, spray fire-resistant materials, fire-resistant penetrations and joints (high-rises), and outdoor lighting (to be determined). Also, provide City of Tucson special inspection certificate(s) with Parts A and B completed. Make sure that the owner or their legal representative signs the form.

Sheet G110

1. At Level 17 there is a note regarding the common path of travel from the patio. 2018 IBC Table 1006.2.1 allows a maximum common path of egress travel for Group A Occuapncies of 75 feet, however the “existing” path is shown at 110 feet and a note states “AHJ forbearance is needed”. By this note do you mean that an Appeal to the Building Official is to be obtained per 2018 IBC Sec. 104.10? Have you filed an appeal? An approved appeal will need to be obtained before we can approve the plans for permit. {Reference should be noted on the plans to the approved appeal number.}

2. What is meant by “1-hour fire partition (partial)”? Based on the legend, the plumbing chase walls between dwelling units are indicated to have these assemblies. {Are you indicating that only the outside face of the chase is covered by gypsum board? A note rather than the term “partial” might better communicate the intent.}

Sheets A100 thru A104

1. These sheets inconsistently appear to show fire partitions fire barriers, and smoke barriers on each of the plans. {There are no legends on these sheets, however presumably the designations on these plans are based on the legends on Sheets G110 and G111.} Fire-rated separations between dwelling units and corridors are shown, however fire separations for stairs, elevator shafts, elevator lobbies, and waste chute access rooms are not indicated. {The same can be said for other plans in the set and not just these 5 sheets.}

Sheet A105

1. How is access being provided to the pressurization fans on the roof of the penthouse structure and the west stair as required per 2018 IBC Sec.1208.3 and 2018 IMC Sec. 306.5? A door provides access to the roof to the east where one of the pressurization fans is located, however there is no door providing access to the west roof for the other pressurization fan. Further, a permanent fixed ladder needs to be provided to access the pressurization fan on the penthouse.

2. Are the stair pressurization fans on the roof within 10 feet of the roofs edge? If so, then a 42” high guard needs to be provided per 2018 IBC Sec. 1015.2.

Sheet A450

1. At Detail 12, a barrier needs to be provided at the stair where there is reduced vertical clearance per ICC/ANSI A117.1-2009 Sec. 307.4. Vertical clearance under the stair shall be a minimum of 80”, otherwise a barrier (maximum 27” high) shall be provided. {This same condition may exist at other lower-level stair landings.}

STRUCTURAL COMMENTS

General

1. 2018 IBC Sec. 1704.6 structural observation: Being a high-rise building, structural observation is required by a registered design professional; this is in addition to building department inspections required per Sec. 110 or special inspections required by Sec. 1705. Please submit a written statement identifying the frequency and extent of structural observations and revise GSN to list items requiring structural observation.

2. 2018 IBC Sec. 107 and 1604 GSN FRP requirements: Add notes in the FRP section requiring the FRP design assembly to a part of a tested assembly for the hourly ratings of the slabs and columns based on table 601. This must be coordinated with the Architect for the construction type of the building.

MECHANICAL COMMENTS

General

1. Please provide a through-penetration assembly for ducts that penetrate Wall Type A2-FR (1-hour chase assemblies). The through-penetration assembly shown on Sheet A580 conflicts with the UL 493 wall assembly for this wall type.

2. Please clarify how the fan coil units will receive the required outside air as indicated on the schedule (compliance with 2018 IMC 403.3). There is no OSA duct shown on the plans. Please address.

Sheet M202

1. A portion of the plan sheet shows fan coils and supply/return registers without duct runs. In addition, some of the spaces do not show supply/return air. Please address and update the plans accordingly.

2. Please provide the duct size for the dryer vent(s). Plans shall demonstrate compliance with 2018 IMC Sec. 504.8.4.1 and Table 504.8.4.1 for length and offsets. Update plans accordingly.

PLUMBING COMMENTS

Sheet P002

1. Detail 2 does not demonstrate compliance with 2018 IMC Sec. 307.2.3 for auxiliary and secondary drain systems for the fan coils. Please provide a detail on this Sheet or preferably within the mechanical plans to show compliance. Update plans accordingly.

2. The shutoff valves for the water heaters should be located upstream of the sediment trap. Please review and show compliance with 2018 IFGC Sec. 408.4. Update plans accordingly.

3. Please provide a note/detail which demonstrates compliance with 2018 IPC Sec. 504.6 for the termination of the pressure and temperature discharge piping from the water heater(s) to the floor drains.

Sheet P200

1. Please provide a detail for the sewer ejector pump. The detail shall show required valves, sump pit, discharge pipe and fittings. Please review and revise plans to show compliance with 2018 IPC Sec. 712.

2. In conjunction with comment (1) for this sheet, please provide a detail/comment for the connection of the of the sewer ejector pump where it connects to the horizontal drainage piping. Please demonstrate compliance with 2018 IPC Sec. 712.3.5 for the required wye fitting located at the top of the piping and located not less than 10 pipe diameters from the base of any soil stack, waste stack or fixture drain.

3. Please verify compliance with 2018 IPC Sec. 1003.4 for required oil separator(s) for the elevator pit(s). Please address and update plans and schedules accordingly.

ELECTRICAL COMMENTS

General

1. Please provide on the plans complete outdoor lighting calculations showing compliance with the 2012 City of Tucson/Pima County Outdoor Lighting Code (OLC) on the plans which include the following information:
a. Each exterior luminaire type with the lumens for that type, the quantity of each type and whether the luminaire is full cut-off or unshielded, and the color rendition (i.e. not to exceed 3500K).
b. The total of full cut-off and unshielded lumens for the parcel.
c. A statement of the lighting area, the size of the permitted parcel, and the maximum allowed full cut-off and unshielded lumens.
d. A statement that special inspection is required (or is not required) per Sec. 104.2.2.
Also provide lighting fixture cut sheets for each exterior fixture.

2. Clarify all existing equipment, panels, circuits that will remain along with the new additional equipment, panels, and circuits.

3. Clearly identify all circuits that provide power to the exit/egress lighting unit equipment at the local distribution board/panel schedules as required by 2017 NEC Art. 700.12(F).

4. Clarify what the “MC” stand for in the conduit size section of the panel schedules.

5. Clarify what “EN” means on the panel schedule for Panel FP.

6. The panel schedule for 11EM does not show the loads for the emergency lighting on Floors 9, 10, 11, 12, and 13. Please clarify.

7. Several panel schedules show circuits identified only as “receptacles”. Please clearly identify all circuits as required by 2017 NEC Art. 408.4(A).

Sheet E-200

1. Provide the panel and circuits for all exterior and site lighting.

Sheets E-201 thru E-203.2

1. Provide and clarify the panel and circuits for all receptacles.

2. Provide the panel, circuit, and GFCI receptacles in the elevator pits as required by 2017 NEC Art. 620.24.

3. Provide the panel and circuit for the signage on Sheet E-203.

4. Provide the panel and circuit for the receptacles in the common areas.

5. Provide compliance with 2017 NEC Art. 210.63 on the rooftop plans.

Sheets E301 thru E306

1. Provide and clarify the panel and circuits for all lighting.

2. Provide the panel, circuit, and switch locations for the lighting in the elevator pits as required by 2017 NEC Art. 620.24.

3. Provide the dedicated circuit required by 2017 NEC Art. 620.23 for the elevator machine room.

Please resubmit revised drawings detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in theOCR-1 zone (UDC 4.7.26). Multifamily is a permitted use in this zone (Table 4.8-4).

1. Zoning has reviewed the building plans for compliance with development package TD-DEV-0324-00070 and although it appears that the building plans comply until DP is approved by all review agencies, Zoning cannot approve this building plan.

2. The development package sheets provided in the building plan set either need to be the stamped approved plans, marked for reference only, or removed from the building set. If you elect to mark for reference only do not mark the utility plans and if you elect to remove the plans leave the utility plans in the so Plumbing can review.
