Responses sent directly to Stantec will be ignored. Also, please submit complete copies of all permit documents (i.e. plans, calculations, reports, etc.) even if they have not been changed. Please cloud and delta all changes and provide a letter with a written response to each of the comments indicating the action taken.

The scope of this review covers the architectural, structural, plumbing, and electrical designs as they relate to the codes adopted by the jurisdiction. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL COMMENTS

1. Please specify in the Project Description that the scope of work for this submittal is for the foundation work only and the scope of such work. {Foundation only permits cover work from grade and below.}

2. Provide a site plan(s) which provides the following information:
a. Distance from the building to the lot lines, adjacent buildings on the same lot, and/or center of an adjacent public ROW so that fire separation distance, rating of exterior walls, protection of openings and projections can be determined [2018 IBC Table 602 and Sec. 705].
b. The buildings finish floor elevation(s) [2018 IPC Sec. 714]. {Specifically the basement level (i.e. P1) and first floor.}
c. On-site private water line(s), including domestic, fire, and irrigation, from the building to the public utility meter(s), including any required backflow prevention [2018 IPC Sec. 608].
d. On-site private sewer line(s) from the building to the public sewer, including the rim height of the upstream manhole in the private and public sewer lines [2018 IBC Sec. 714].

3. Please clarify on the site plan if the private site utilities are part of this permit or are under a separate permit. {An approved development plan does not constitute a building permit to build private site utilities; on-site private utilities need to be submitted as part of this permit or under a separate permit.}

ARCHITECTURAL COMMENTS

Sheet G2.01

1. This sheet provides a list if items to be provided as deferred submittals. Please make the following corrections to this list.
a. Provide the following notes with this list of deferred submittals detailing the requires for their submittal:

PER IBC Section 107.3.4
<Name of Registrant>, the registered design professional in charge shall be responsible for reviewing and coordinating submittal documents prepared by others, including phased and deferred submittal items, for compatibility with the design of the building.

PER IBC Section 107.3.4.1
Submittal documents for deferred submittal items shall be submitted to the registered design professional in responsible charge, who shall review them and forward them to the Building Official with a notation indicating that the deferred submittal documents have been reviewed and that they have been found to be in general conformance with the design of the building.

b. The deferred list includes fire suppression and fire alarm systems. Separate permits are required for all such systems; these systems are not to be submitted as deferred submittals to this permit. Please revise the notes on the plans to communicate this requirement.

c. There are a few items that require review under this permit that have not been provided that should in all probability be deferred submittals: shoring, cranes, and hoists. Please add any such anticipated items to this list.

d. Suggest clarifying on this sheet that many of these items will be deferred submittals for the main building permit; most of these items will not be required for this “foundation only” permit. {This note also applies to the list of deferred submittals on Sheet S0.02.}

2. Note on this sheet that special inspection is required for earthwork, caissons, concrete, post-tension, masonry, high-strength bolts, field welding, and epoxy and expansion anchors. {In lieu of listing on this sheet you can provide a note referencing Sheet S0.02 for these structural special inspections.} Also, provide City of Tucson special inspection certificate(s) with Parts A and B completed. Make sure that the owner or their legal representative signs the form.

3. We did receive a special inspection certificate as requested above, however there are several issues with the certificate:
a. The certificate lists an inspector (Parker Schrandt) who has not been vetted on the Town of Oro Valley or Pima County list of special inspectors. He will have to submit his qualifications for all special inspections, or you can provide a certificate with a vetted special inspector.
b. Parker appears to be with PK Engineering; does PK Engineering have the lab and or equipment to be able to perform any of the required tests, such as concrete cylinder breaks?
c. The certificate does not include earthwork which is required under the geotechnical report; please provide a special inspection certificate for earthwork. {Terracon is the author of the geotechnical report and can perform not only the special inspection for earthwork but many of the other special inspections.}

STRUCTURAL COMMENTS

General

1. On the plans note the specific limits of construction for the foundation phase of the work. If structural details include elements from future work in the details note the point where the work must stop for the foundation. Be clear in the detailing so lap splices and concrete joints are located to avoid a reduction in reinforcing strength because of development length. Also note specific concrete strength changes if any occur from the foundation elements to future columns, grade beams or walls. Coordinate plumbing openings required in the slabs. The plumbing drawings are not sealed and ready for construction, clarify in the next submittal if openings are at risk. Similarly, no electrical information was included. Coordinate with project team on addressing electrical conduits, if any, that are to be installed with this phase.


Structural Calculations

1. Lateral Systems. Please recheck the combined lateral systems above and below the podium and use the most restrictive R, Cd, and omega factors per this section. Cite any exceptions used to skip this requirement. [Ref. ASCE 12.2.3.1]

2. Page 545 of 1280. Please recheck CF3 the applied load is more than the capacity. The note on the calculations makes it look like the footing is overstressed. Revise as required.

Sheet S2.01

1. Caisson footing spacing. Coordinate with the geotechnical engineer and verify the spacing of the drilled shafts is allowed without a load reduction as the spacing is less than the required 3 diameters per the soils report. If load reductions are required recheck calculations and verify the shafts are adequate for the loads. Verify all spacings of shafts meet the minimum required by the geotechnical engineer for all other site locations. Add notes If special construction conditions apply to closely spaced caissons.

Advisory Notes for Future Phases

1. Recheck and revise all concrete clearances for pt strands per table 722.2.3(2). Only interior bays can be taken as restrained unless an analysis for deflection in the outer bays shows they are restrained. Otherwise, the outer bays must be considered unrestrained for cover purposes. All clearances need to be based on siliceous concrete as that is what this area of AZ uses. Your GSN has conflicting cover information.

2. On all typical graphic sections showing reinforcing please graphically identify the clearance to reinforcing.

3. Recheck all items 1-11 in 1901.5 are properly addressed in the plans including stressing sequences, the magnitude AND location of prestressing forces, spacing, minimum compressive strength of concrete at time of prestressing, etc.

MECHANICAL COMMENTS

General

1. The structural/architectural plans do not address any penetrations required for the ventilation system within the underground parking garage. Please coordinate and provide details for locations and sizes of penetrations if required. [Ref. IMC 2018 Sec. 404.1]


PLUMBING COMMENTS

General

1. There are 8 plumbing plans that have been provided, as well as some civil plans which communicate site civil plumbing utilities. All these documents are noted as either “Not for Construction” or “Preliminary, Not for Construction”. Are there plumbing elements that will need to be installed concurrently with the construction of the foundations under this permit? If that is the case, then we will need some “For Construction” documents that communicate the plumbing to be installed in concert with this foundation only permit. {Foundation only permits cover work from grade and below. So, any pipe penetrations through the grade level floor should be addressed.}

2. The plumbing drawings do not present any kind of perimeter storm drainage system (i.e. French drain). However, Detail 30 on Sheet A7.10 shows a French drain and references the Civil Drawings. The Civil drawings we received do not show this French drain system or any other form of perimeter drainage system. It is assumed that the drainage system will need to be installed concurrently with the foundation systems. Please coordinate this effort and provide a design as a part of this permit or indicate on the cover of the drawings that the perimeter drain will be provided as a deferred submittal.

3. According to Sheet G0.01, each consultant has provided their own Sheet Index, however the plumbing drawings and civil drawings do not have a Sheet Index.

4. There are multiple instances throughout the plumbing sheets where plumbing pipes (sewer and supply) that do not label size of pipe (i.e. fixture SP-1 does not indicate the pipe size). Please revise. [Ref. IPC 2018 Sec. 106.3.1]

5. Please indicate all vent locations and sizes. [Ref. IPC 2018 Sec. 901]

ELECTRICAL COMMENTS

General

Electrical drawings have not been provided for this permit. Are there electrical elements (i.e. underground electrical conduits) that will need to be installed concurrently with the construction of the foundations under this permit? If so, then provide the electrical drawings showing the work to be placed under or behind the foundation work.
