Comments:
1. On April 29, 2025 this reviewer visited the site and took photos. The Clear
Channel documents state that there were no wood panels on the ground in
the area. That isn't entirely accurate. Portions of the wood panels were on
the ground and on the catwalk. In addition, there are at least two long, cloth
tensioning straps, one on each end of the structure, but they are no longer
holding anything together. If these straps were used to reinforce or support
the now-missing plywood panels, that may be in violation of the Settlement
Agreement Exhibit 9. I would request input from the City Attorney, because
Exhibit 9.1(a) allows "ratchet straps" to be used to install the "copy", but not
to reinforce the actual wood panel face. I would question if this is a violation
that could result in the north face being removed entirely and not reinstalled.
2. The Details titled "Face Panel Attachment (South Face, Top View)" and
"Poster Panel Side View," show an existing connection of a south-facing
Metal Panel to a Stringer using "Obsolete face panel clips (18 pieces) to be
removed and not reinstalled". A 16d nail is shown in the Attachment Detail
as somehow connecting the metal panel to the obsolete clip, but how that
actually works is not clear at all. In the field, I observed the clip but couldn't
see the actual connection because the stringer was blocking the view.
What is the existing 16d nail secured to?
3. The Scope of Work for the South (metal) face does not identify exactly
where and how the metal panels are proposed to be attached to the new
stringers. The proposed alternate attachment detail is not shown, but the
Scope notes, "Reinstall existing (10 pcs.) 29"x 10'-6"x .03" vertical metal
face panels with 1" depth of outside perimeter attaching with new (like) 16d
nails." So, potentially, this doesn't match the requirement in Exhibit 9 for
"like" materials utilized in the same manner as the existing. Please provide
a clearer detail showing how the new 16d nails are proposed to secure the
metal panels to the new stringers in a "like" manner if the obsolete clip is
removed and not replaced.
4. The drawing on Sheet 2 titled "Poster Panel Top View," does not identify
exactly what is being attached to the tapered I-beams. I suspect it is a
stringer, not a metal or wood panel. Please clarify.
5. Please revise and resubmit the requested details.
