1. Provide means of egress drawings and analysis demonstrating compliance with the occupant load, width, and travel distance requirements for the proposed R-2 occupancy. Please demonstrate the egress capacity meets or exceeds the occupant load as specified in the IBC for the new occupancy. IEBC 1011.5.3

5. The last C of O’s issued for these buildings have an occupancy group as I-3 Shelter Care Facility. Please amend the project narrative to indicate the occupancy change is from an I-3 to an R2. IBC 107.2.1
6. Please provide a code analysis for each building to include the following.
A. Construction Type
B. Occupancy Type
C. Fire Sprinklers - Yes or No If yes indicate the sprinkler type
D. Fire Alarm - Yes or No
E. Design Occupant Load
F. Total Square footage of The Occupied Space
7. Please amend the new Occupancy Group designation and remove the (assumed) after the R-2
8. Please amend the plans to include the required separation walls and horizontal separation as required by IBC 420.2 (Section 708) and IBC 420.3 (Section 711) respectively
9. Please amend the plans to demonstrate the 1-hour corridor rating as hotels sometimes have non-rated corridors IBC 1020
10. Please amend the plans to demonstrate the stairway handrails are in compliance with IEBC 1011.5.4
11. Please amend the plans to demonstrate existing guards are in compliance with IEBC 804.12 IEBC 1011.5.5
12. IEBC 306.7 requires that accessibility be provided to the altered spaces. Where the existing path of travel elements, which entails a primary entrance, a primary path of travel, sanitary facilities serving the area, a drinking fountain, and signs. If these items are in full compliance with the current code, provide a statement indicating this on the cover sheet of the drawings. Otherwise, accessibility upgrades shall be required in accordance with IEBC.306.7. 1. If the cost of providing or upgrading the items above to be accessible is disproportionate to the cost of construction (exceeds 20% of the cost of construction not including accessibility upgrades), please provide information to verify construction costs.

1007.4 Number of electrical outlets.
Where the occupancy of an existing building or part of an existing building is changed, the number of electrical outlets shall comply with NFPA 70 for the new occupancy.
The number of outlets that are inherent to an area undergoing a change of occupancy must meet NFPA 70 requirements for the new occupancy.

2. Provide a panel schedule, showing all existing circuits that and any that are added, removed or modified. NEC arts;300 and 408.4. Include panel bus rating and A.I.C. rating. IBC 107.1.
3. Designate the circuit number on the electrical plans, that corresponds to the panel schedule, at the location of each existing, receptacles, etc., NEC arts;300 and 408.4. IBC 107.1. Each electrical outlet should be labeled by panel and circuit number.

03/09/2026 Fire New Construction Standard REQUIRES RESUBMIT -Change of use shall comply with Chapter 10 of the IEBC. This would require meeting the fire protection requirements of the current IFC. Specifically 907.2.9 for R2 fire alarms. The existing fire alarm will most probably not be code compliant for an R2 occupancy if a fire alarm is required. A fire alarm that complies with this section (R2 907.2.9) will be required unless you meet the exceptions. It appears you might meet exception #3 for these three buildings. Please explain.

1. Comment: As this project proposes a change of use from Traveler’s Accommodation to Multifamily, please include detailed parking calculations which clearly show the new use is meeting the minimum parking requirements per UDC Table 7.4.4-1. If the minimum parking requirements cannot be met, a development package submittal may be required.
2. Comment: Please include the following note on the first page of your submittal: Multifamily Development is a permitted use in the I-1 zone as an "Adaptative Reuse" allowed per State of Arizona House Bill 2297 of 2024.
3. Comment: As this site is made up of multiple parcels (115180050 and 115180200), either a Lot Combination or a recorded Covenant Regarding Development and Use of Real Property will be required. Please contact Pima County if you wish to proceed with a Lot Combination request.
