Provide additional documents as requested by review staff. STRUCTURAL REVIEW COMMENTS: Approved BUILDING REVIEW COMMENTS: Denied 1. Verify the actual cost for the project, the application indicates 130,000.00 which appears to be low based on the submitted drawings. 2. Clarify the address on the submittal, the system indicates the jobsite address as 2855 E Broadway BL however the plans indicate 6250 S Commerce Ct. 3. Indicate the requirements for the fence/ pool barrier on the details sheet G201. The details note to match the existing fence however it is not known if the existing fence meets current regulations for height, spacing, gate hardware and latching devices. The new portions of the pool barrier must comply with the 2018 International Swimming Pool and Spa Code section 305. 4. Correct the gate on sheet A104 to show the gate swing opening outward away from the pool and indicate the new gate shall be self-closing and self-latching. 2018 ISPSC 305.3. 5. Indicate the occupancy load for the pool area and clarify if one egress gate is sufficient for the space. 6. Note on the drawings that the new concrete surface shall be slip resistant and cleanable. 2018 ISPSC 306.2. 7. Clarify the location of the Santa Rita Room on the reference site plan sheet G101. The site plan indicates three areas of work in the community building (reception, gym and an unidentified area), a new pool changing room and the Palomar Room. It appears that the Palomar Room and the Santa Rita Room may be the same space. Update the square foot of renovations and occupancy counts for all areas on sheet G001 as needed. 8. Clarify that there is an existing stop outside of the new gym door 110B on sheet A101 or show a new stoop and sidewalk will be installed. Provide dimensions and construction details for any work. 9. Clarify that there is an existing stoop outside of the new apartment 2 door 201 on sheet A301 or show a new stoop and sidewalk to be installed Provide dimensions and construction details for any work. 10. The certificate shall indicate the predominant R-values of insulation installed in or on ceilings, roofs, walls, foundation components such as slabs, basement walls, crawl space walls and floors and ducts outside conditioned spaces; U-factors of fenestration and the solar heat gain coefficient (SHGC) of fenestration, and the results from any required duct system and building envelope air leakage testing performed on the building. 2018 IECC 401.3, N1101.14. MECHANICAL REVIEW COMMENTS: Approved ELECTRICAL REVIEW COMMENTS Denied 1. Provide an exterior outlet at the front of the new dwelling units. 2017 NEC 210.52. 2. Note that all new or replaced 15- and 20-amp outlets shall be tamper proof type. 2017 NEC 210.52. 3. Note that all exterior outlets shall be GFCI protected and be provided with a weatherproof enclosure with “in-use” covers. 2017 NEC 406.8. 4. Provide an additional receptacle in the dwelling unit living rooms where the spacing exceeds 12’ along the common wall. 2017 NEC 210.52(A)(1). 5. Note on the drawings that all smoke detectors in the dwelling units shall receive their primary power from the building wiring with a battery backup and shall be interconnected so that the actuation of one alarm will activate all. 6. Note on the drawings that carbon monoxide detectors shall be installed in the dwellings outside of each sleeping area in the immediate vicinity of the bedrooms. Carbon monoxide devices shall receive their primary power from the building wiring with a battery backup and shall be interconnected so that the actuation of one alarm will activate all. Smoke detectors and carbon monoxide alarms may be combined. 7. Indicate the location of an existing emergency light on the exterior at the exit doors on the community center to illuminate the landings or indicate new fixtures will be provided. Provide a new fixture at the new door in the gym. 2018 IBC 1008.3.2 (5). 8. Indicate the location of all “night lighting” on the plans for egress illumination or indicate light sensors will be used. All rooms and usable floor surfaces in a building shall be equipped with artificial lighting and shall be illuminated at all times that the space is occupied. 2018 IBC 1008.2. 9. Indicate the location of the emergency lighting in the event of a power failure with battery backup on the drawings for the community center. 2018 IBC 1008.3.1. 10. Indicate the location of any existing or new exit signage on the plans for the community center. 2018 IBC 1013.1. 11. Indicate the location of the occupancy sensors for the lighting on the drawings in the new pool changing room. 2018 IECC C405.2.1. 12. Indicate the location of the emergency lighting for the pool area and if any of the lighting being relocated are emergency lighting. Public pools and public pool areas that operate during periods of low illumination shall be provided with emergency lighting that will automatically turn on to permit evacuation of the pool and securing of the area in the event of a power failure. 2018 ISPSC 321.3. PLUMBING REVIEW COMMENTS: Denied 1. Note on the drawings that all plumbing drain, waste and vent systems shall be tested for leaks in accordance with the 2018 IRC P2503.5 prior to concealing. 2. Note on the drawings that a water hammer arrestor shall be installed where quick closing valves are utilized. 2018 IPC 604.9. 3. Note on the drawings that all plumbing fixtures will be low flow type. Toilets are noted in the fixture schedule to be 1.6 gallons per flush or less, indicate showerheads and all faucets to not exceed 2.5 gallons a minute. Ordinance 7178. 4. Indicate a galvanized steel pan shall be installed under the storage tank-type water heaters. 2018 IPC P2901.5. This site is located in O-3 zone (UDC 4.7.15), Multifamily is an allowed use in the zone (UDC Table 4.8-3). 1. Per UDC Article 3.3.3.G.2.c A site plan (Development Package) is required for the following types of development: Existing development undergoing a change of use, building structure additions, and/or a reconfiguration of an area outside a building. A development package (DP) meeting the requirements of Administrative Manual (AM) 2-06 must be submitted and approved prior to approval of this building plan. DP TD-DEV-1122-00026 has been submitted for this site but does not appear to address the proposed work for this permit.
