COMMENTS:
The following were not corrected from the previous set of comments. I am copying and pasting them and elaborating on them responding to your request.
1. SHGC
a. Please submit the Solar Heat Gain Coefficient information for the fenestrations.
2. U-VALUES
a. Please submit the U-value information for the fenestrations.
3. PANIC HARDWARE
a. Swinging doors serving rooms or spaces with an occupant load of 50 or more in a Group A or E occupancy shall not be provided with a latch or lock other than panic hardware or fire exit hardware.
i. Please ensure doors 100A, 100B, 111A. 111B. 117A have panic hardware.
ii. Please change the swing for door 111A to swing in the direction of travel.
4. WEEP SCREED
a. Corrosion-resistant weep screed with a minimum vertical attachment flange of 3 1/2 inches shall be provided at or below the foundation plate line on exterior stud walls per IBC: 2512.1.2.
i. The weep screed shall be placed not less than 4 inches above the earth or 2 inches above paved areas and be of a type that will allow trapped water to drain to the exterior of the building.
ii. The water-resistive barrier shall lap the attachment flange.
iii. The exterior lath shall cover and terminate on the attachment flange of the weep screed.
iv. Where porches, landings, garage aprons, sidewalks are located at same level as finish floor slab, provide concrete or CMU foundation curb or other approved means to achieve minimum 2 inch clearance between slab and stucco weep screed.
5. BRIGTH STAR STORAGE #112
a. Please list chemicals to be stored in this storage room
i. Indicate their quantities.
ii. Note: occupancy A and occupancy S-1 requires 1 hour separation per Table 508.4.
1. Should this be true, please make the necessary corrections on the wall fire rating between A and S-1.
6. GUTTER & DOWNSPOUT
a. Gutter is called out on the drawing as keynote 6.
i. There is no keynote 6 on the Roof Plan Keynotes.
ii. Should this be keynote 3?
b. No rain gutter detail drawing present.
i. Pleas provide te detail drawing.
c. No splash pad present on the drawings.
i. Please provide splash pads.
7. RECEPTION DESK
a. The tops of work surfaces shall be 28 inches min & 34 inches max above the floor per ICC A117.1 sec 902.4.
i. Sec 306.3.3 Knee clearance shall be 11 inches min in depth at 9 inches above the floor, and 8 inches min in depth at 27 inches above the floor.
ii. Sec 306.2.4 Additional toe clearance space extending greater than 6 inches beyond the available knee clearance at 9 inches above the floor.
iii. Sec 306.3 Knee clearance shall be 30 inches min in width.
iv. 904.3.2 Parallel approach, the counter surface 36 inches min length.
v. 904.3.3 Forward approach, the counter surface 30 inches min length.Please include the wrought iron fence as part of this permit.
b. Please provide th reception drawings illustrating compliance to these requirements.
8. SIGN
a. Sign is separate permit from this building permit.
i. Add a note on your drawing. “A separate sign permit for any signs associated with this project shall be applied/executed”, pointing at the sign on the drawings.
b. Please submit a separate sign permit for any signs associated with this project.

10. TURNING SPACE
a. The turning space shall be a circular space with a 67-inch minimum diameter. ICC A117.1 sec 304.3.1.1
b. Please correct the drawings everywhere this occur.
11. STAGE
a. The city understands that the stage is to be provided by the owner.
i. However, this stage is required to be accessible.
ii. Ramp slope not steeper than one unit vertical in 12 units horizontal (8-percent slope) IBC 1012.2.
iii. IBC 1012.5.1 Minimum width of a ramp shall be not less than that required for corridors by IBC 1020.2.
iv. IBC 1012.8 Ramps with a rise greater than 6 inches shall have handrails on both sides. Handrails shall comply with Section 1014.
12. EGRESS PLAN
a. Show furnitures/chairs in classrooms and correct the egress travel route so that it does not go through tables/chairs (pattern most likely not diagonal through rooms).
i. Correct distance of travel.
b. At exit(s), enter the required exit width, provided exit width, the number of occupants exiting at that exit.
13. EQUIPMENT
a. If the following exists, please show them on the plan allowing needs such as electrical can be addressed.
i. Blackboard, projector, lectern power, tv in classrooms and conference rooms and multi purpose room.
14. GREASE INTERCEPTOR
a. Locate/label on floor plan.
15. LAVATORIES
a. The maximum water consumption flow rates and quantities for all plumbing fixtures and fixture fittings shall be in accordance with Table 604.4 for lavatory at 0.25 gallon per metering cycle per IPC 604.4. Verify that the faucet cycle will last for at least 10 seconds.
16. WATER HEATER
a. Required pan.
b. Where water heater is installed in a location where water leakage will cause damage, the tank shall be installed in a pan. IPC 504.7
c. IPC 504.7.1 The pan shall be drained by an indirect waste pipe having a diameter of not less than 3/4 inch.
d. IPC 504.7.2 The pan drain shall extend full size and terminate over a suitably located indirect waste receptor or floor drain or extend to the exterior of the building and terminate not less than 6 inches and not more than 24 inches above the adjacent ground surface.
17. MUTI PURPOSE AREA
a. The city understands that the tables, chairs, benches are to be provided by the owner.
i. However, the above are required to be accessible.
b. Dining & drinking areas, all interior & exterior floor areas shall be accessible & on accessible route per IBC 1108.2.9.
c. Where dining surfaces for the consumption of food or drink are provided, at least 5 percent, but not less than one, of the dining surfaces for the seating and standing spaces shall be accessible and be distributed throughout the facility per IBC 1108.2.9.1.
d. Please do your best to locate and identify/label the designated chairs/bench and tables on the floor plan.
18. KITCHEN PASS THROUGH

02/18/2026 Commercial Mechanical Standard REQUIRES RESUBMIT 1. Clarify the reason for scheduling capacity of the fan coils for 4160 feet of elevation. Reference: Section 107/2.1, IBC 2024.
2. Explain why the cooling load calculations show a cooling capacity with a greater sensible and latent heat gain for FC-1 compared to FC-2, but the fan coil schedule shows FC-2 having a greater cooling capacity than FC-1. Reference: Section C403.1.1 and C403.3.1, IECC 2018.
3. Footnote b on Table 403.3.1.1, IMC 2024 states that mechanical exhaust is required for the kitchen and no air from the kitchen may be recirculated to any other space. FC-5 appears to be recirculating air from the kitchen to the multi-purpose area. Reference: Section 403.2.1 (3), IMC 2024.

1. Comment: Site Zoning has reviewed the building plans for compliance with the associated Development Package (DP) TD-DEV-0226-00031. While it appears the building plans match the DP, Site zoning cannot approve this permit until the DP is approved by all review agencies.
