| 09/09/2024 | Historic | REQUIRES RESUBMIT | The Special District minor review application submittal is complete. Please submit all the same materials under the Historic sub-record. Once you log into TDC Online, go to the My Work tab, and then go to Plans (not Permits). Under Plans there should be the Historic sub-record which I have opened under the TC permit number, and this is where the same materials are submitted. Given that the application is for ADU/sleeping quarters, it will be a Full review. On page 2 of this document under Full review in the table are all the items that you will need for the historic minor review. Once submitted the system will generate an SD #. Staff will then contact you about the next steps including invoicing and payment of review fee. Once fee are paid, a minor review will be scheduled. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. Provide a response letter on separate file with the updated construction plan set. PLUMBING PLANS: 1. Show an individual accessible water supply shut off for the proposed building, P2903.9.1. MECHANICAL PLANS: 1. Update the whole-house mechanical ventilation description, R303.4; N1103.6 & M1505.4. Show an exhaust fan with an appropriate flow rate setting on the plans. A two- or three-bedroom building greater than 1500 SF requires a 60 CFM continuous setting. Identify the continuous rated fan device or fresh air system. Also, update the floor area shown at the outside air schedule. 2. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. ELECTRICAL PLANS: 1. Update the Riser Diagram showing a sub panel and feeder size for proposed sleeping unit and remove the separate meter, NEC 225.30, E3403, Table E3704.2(1). A second electrical service may not be connected to a detached sleeping building. 2. Show a smoke alarm on each story of the building, R314.3.3. | 09/10/2024 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: PDSD Zoning Review PROJECT: T21CM05243 2533 E 3rd St – R-1 2 Story Addition (2nd Review) TRANSMITTAL: Sept 10, 2024 This site is located in the R-1 zone (UDC 4.7.1). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.5 - 9. 10. 1. Perimeter yard setbacks are based on a measurement from design grade to the highest point of the wall, see Unified Development Code (UDC) Article 6.4.5.b & Figure 6.4.5-A. Based on the proposed 20'4" wall of the new construction, the required setback from on the west and north property line is 13'7". The proposed setback on the west side is 6ft and the proposed setback from the north is 6'11 3/8". A DDO is required. This comment was not fully addressed. Provide a full floor plan for the existing main dwelling with your next submittal for the purposes of determining vehicle parking requirements, see UDC Article 4.9.7.B.7. With 3 bedrooms in the existing residence and 3 bedrooms in this addition 4 vehicle parking space will be required to be located in the side or rear yard. 3. This comment was not fully addressed. If there is a kitchen in the “(E) 3 BEDROOM RESIDENCE” remove the reference to a kitchen from this plan as this site only supports a single family residence, see UDC Table 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-1 Zone, Also if there is a kitchen in the “(E) 3 BEDROOM RESIDENCE” the full sized refrigerator from the plan. An under counter refrigerator would be allowed. 4. This comment was not fully addressed. Demonstrate on the plan that the proposed connection to the existing dwelling is a minimum 5’-0” wide and can support a 20 pound live load.
