In the grading notes on sheet 2, on the landscaping plan, and notes change note that states depress all landscape areas a maximum of 6". Per code this should state 6"-9" and make sure it is clear that the 6-9 inches is measured from the top of the ground cover. 3. On the site plan keynote 20 is pointing to 2 different things. Revise as needed. 4. Keynote 21 has a label pointing to nothing. Clarify if something is supposed to be there or the label needs to be removed. 5. The keynote for the trash enclosure references a detail on sheet 6. There is no detail on sheet 6 and the detail on sheet 7 is for a single container trash enclosure 2-8 cy and the note on the cover sheet states APCs are going to be used for trash and recycling. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 1. UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. Demonstrate how water harvesting is being maximized. 2. Details do not match this requirement - If using d.g. at 2” depth, make sure that the water harvesting basins are 8” deep to allow for d.g. depth. Make sure that grading, water harvesting and landscape plans match, as well as details. Please add a detail to show depressed landscape areas or indicate with notes. 3. Engineer & LA comment - Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention shall work in conjunction with the Commercial Rainwater Harvesting design. First flush volumes should be directed to landscape areas. Make sure units match. Show how First Flush Volumes relate to plant water demands. 5. The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. The plan doesn't show the effective use of run-off to supplement irrigation. a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible. b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas. c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. All landscape areas should be included within infiltration areas. d. Water harvesting areas should be depressed between 6 and 9 inches. These areas can be counted toward first flush retention requirements. 6. The landscape, water harvesting, and grading plans must match. 7. Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans. 8. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a. 9. Label and dimension 10’ street landscape borders on the landscape plan and fill out the landscape calc table with 50% shrubs/groundcover. 10. Clean up graphic conflicts on all pages, landscape, irrigation, required borders and seeding should dominate in terms of line weight, please screen back extraneous information 11. Consider using an organic groundcover such as mulch instead of d.g. 12. Please label the separate irrigation meter “irrigation only”. UDC Technical Standards 4-01.6.1.A.1. 13. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A. 14. The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. The monitor shall visit the site and prepare a report on plant status, including general plant condition, the identification of plants under stress and the appropriate method to relieve the stress, and recommendations for replacement of plants that are dead or dying. Dead or dying plants must be replaced with the same size plant at a one-to-one ratio of like genus and species. Copies of the report must be submitted to the site owner/developer and to PDSD. The owner must respond to the plant needs as outlined in the status report within six months of report submittal or within a shorter period if required to improve the health of stressed plants and prevent plant loss. 15. Please identify the project monitor by name, phone/email, prior to any grading activities, UDC 7.7.5. On-monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre . The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in UDC Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 9, 2023 . SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 1. COMMENT: 2-06.4.1 - Provide the email address for all parties. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 2. COMMENT: 2-06.4.3 - Provide the development package case number, DP22-0267, adjacent to the title block on each sheet. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. Zoning and Land Use Notes 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." 3. COMMENT: 2-06.4.7.A.1 - Revise note to state the “Existing zoning is I-2” remove the AEZ and NCD notation. . 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 4. COMMENT: 2-06.4.7.A.4 - Revise the proposed use note to state “ The Proposed use for this site is Distribution Systems, which is a permitted use subject to use specific standards 4.9.11.A.1, .2, & .4, and 4.9.13.Q.” 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 6. COMMENT: 2-06.4.7.A.6.a - Provide the information noted by the standard above for the Annexation C9-64-84 insure this project is meeting the annexation conditions. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 7. COMMENT: 2-06.4.7.A.8.a - Clarify what by others, if these structures are not part of this Development package please remove, If they are provide the necessary information. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 8. COMMENT: 2-06.4.8.C - Provide the information noted by the standard above. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 9. COMMENT: 2-06.4.9.F - Provide the information noted by the standard above. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 10. COMMENT: 2-06.4.9.H.3 - Provide the information noted by the standard above 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. The easements may have to be recorded and the recordation information added to the development package prior to approval. 12. COMMENT: 2-06.4.9.L - If applicable provide the information noted by the standard above. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 13. COMMENT: 2-06.4.9.S – Provide the information noted by the standard above. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 17.
