This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 1. The Unified Development Code (UDC) requires all new development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10. 2. This comment was not addressed, the Zoning Examiner’s Conditions require water harvesting - Condition 14 states - Landscaping shall be provided in the Water Harvesting Area depicted in keynote 13A as shown on the preliminary development package dated August 8, 2022. - Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. This project is considered non-residential, and thus commercial standards apply. Demonstrate how water harvesting is being maximized. 3. Add project number SE22-35 to the drawings and include the approved Zoning Examiner’s Conditions. 4. Not addressed - The landscape and grading plans must match. 5. Not addressed - Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans. 6. Not addressed - Please add a detail to show depressed landscape areas or indicate with notes. 7. Please provide landscape calculations on the landscape plan, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. 8. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A. 9. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4., please be specific. 10. Trees not on the property cannot be counted as PIP, nor can be used for credits. Please revise plan and mitigation calculations. 11. Viability and transplantability are two different things. Size, soil, slope, interference does not factor into viability. Please revise table. 12. This comment was not adequately addressed - Please distinguish between the mitigation/salvage plants and the other required plants on the legend, symbol or any other method that would communicate the information. Please note that mitigation trees are in addition to other required trees. 13. This comment was not adequately addressed - Please provide a summary of quantities of all inventoried, mitigation and TOS plants in a manner that makes it simple to cross check between landscape and NPP plans. 14. This comment was not adequately addressed - Please identify the project monitor prior to any grading activities, UDC 7.7.5. On-monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre . The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in UDC Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file. | 11/16/2022 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: TEP Cottonwood Substation Development Package (2nd Review) DP22-0188 TRANSMITTAL DATE: November 16, 2022 DUE DATE: December 10, 2022 COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 10, 2023 CONTENT REQUIREMENTS This comment was not fully addressed. Provide the DP case number on sheets 10 – 18. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0188, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes The use listed & Use Specific Standards listed under General Note 6 are not correct. The use should be listed as Distribution System subject to Use Specific Standards 4.9.11.A.1, .2, .5, .8, .9, .11. Also, the code reference for the [2] Zoning Examiner Special Exception Procedure, should be Section 3.4.3. COMMENT: 2-06.4.7.A.4 – As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. Zoning acknowledges that you submitted the for the Special Exception but until approved and the required information is provided Zoning cannot approve this plan. COMMENT: 2-06.4.7.A.6.a – Per UDC TABLE 4.8-2: PERMITTED USES - URBAN RESIDENTIAL ZONES, R-1 Zone, Utilities Land Use Group With Land Use Class/Type, Distribution System a Zoning Examiner Special Exception Procedure, Section 3.4.3 is required and shall be approved prior to approval of this DP. Provide the case number adjacent to the title block and provide a general note stating the case number, what was approved, any modifications approved and if applicable any conditions of approval. Zoning acknowledges that you submitted the for the Special Exception but until approved and the required information is provided Zoning cannot approve this plan. COMMENT: 2-06.4.7.A.6.a – The proposed 12’ wall called out under Site Keynote 2 exceeds the allowed 10’ wall height per UDC Article 4.9.11.A.9. Zoning acknowledges that you submitted the for the Special Exception but until approved and the required information is provided Zoning cannot approve this plan.
