This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. General Note - Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. UDC 7.7.3 says MAY, not shall, it is up to the reviewer’s discretion. Include in the resubmittal the reasons this should be approved. 3. The 10’ street border must be a minimum of ten feet wide as measured from the future right of way line. UDC 7.6.4.C.2.a. The street landscape borders do not meet this requirement. 4. Add totals of each species inventoried, and give a percentage of plants deemed low viability. If less than 30%, a site visit is required to verify low viability. 5. This comment was not adequately addressed - Please provide a summary of each protected species inventoried with total quantity, quantity of RFS, PIP, and TOS. 6. NP-06 has no symbols on it. Are the submitted plans and inventory only for Phase I? Add notes to clarify. 7. It is not clear why disturbing the as much of PRA is necessary as no construction is proposed on the east side. Please explain. Page 2 says PRA will remain undisturbed. UDC Tech Manual 2.5.B.2. Necessary development shall include only the crossing of riparian habitats with roadways, bikeways, paved walkways and utilities as listed below where there is no viable alternate crossing available and the crossing is necessary for the reasonable development of the property. A written explanation as to why the development is necessary shall be submitted with the appropriate plans. 8. This comment was not adequately addressed – specifically on the east parking area of phase 1, a few more trees need to added to reduce the number of spaces between trees to 6 rather than 8. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2 9. The water harvesting calculations are missing the amount of first flush and how that relates to the plant water demand. Almost there! Thank you! 10. Harvesting is spelled incorrectly on WH-2 under Enforcement. 11. The grading, water harvesting and landscape plans show plants at the top of the drainage basin, how is the first flush providing irrigation in these situations? 12. It is not clear where the water from the roof is going and how erosion will be prevented. 13. Please add a detail to show depressed landscape areas or indicate with notes. Water harvesting areas should be depressed between 6 and 9 inches, and should show 2” of d.g. if applicable. 14. The meter for irrigation is for that purpose only, and should be labeled as such.
