In accordance with the COT Street Design Guide 3-14, where sidewalks cross driveways, the sidewalk should be dominant, maintaining the level, slope, and material of the sidewalk. 2. Per PROWAG R305.2.8, detectable warning devices are not required for driveways without yield or stop control devices or traffic signals. 2. Indicate placement of a Curb terminal section Per PAG SD 212 at the southern end of the curb along Wegner Ln. 4. Per Sec. 10-01.3.3.C.9 a public pedestrian access easement will be required for where the proposed sidewalk encroaches onto private property. Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Provide the development package case number, DP21-0261, adjacent to the title block on all sheets. 2. Prior to Site Landscape Development Package approval, please make sure Site Zoning and Site Engineering comments are addressed. 3. Per previous conversations with the applicant, the north landscape border is adjacent to City owned property and the two properties are separated by an existing masonry wall. Thus, considered to be an interior landscape border. This area contains the required number of interior landscape border trees and the needed irrigation required for tree establishment. 4. Add one additional sleeve for the shrub line crossing the western sidewalk. 5. Add a general note to the CRWHP that refers the to civil grading plan for spot elevations, depressed curbing, downspouts, splash pads, and all other items/information that may be pertinent for constructability by the contractor. 6. SVT’s will not have an effect on the planting scheme, but if the civil engineer has the SVT’s available for the two driveways, then please add and label them for plan completeness. Thank you. For faster review for Site Zoning comments, email the Site Zoning reviewer, Fernando Garcia, at fernando.garcia2@tucsonaz.gov upon resubmittal. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 1, 2025. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 1. COMMENT: 2-06.4.7.A.4 – The use identified in the “Development Data” table is incorrect. “Vehicle Storage” is a use identified in the UDC for determination of motor vehicle and bicycle parking purposes only. The correct use for this proposed project should be cited as “Storage Use Group – Commercial Storage (Vehicle Storage) subject to use-specific standard 4.9.10.A” instead. Separate from the “Development Data”, include this existing (vacant) and proposed use description as a general note. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 5. COMMENT: 2-06.4.9.S – UDC TSM Section 7-01.3.0 states that areas within a development must be connected by pedestrian circulation except if “Portions of certain Land Use Classes which by their nature will not be used for public pedestrian access, such as industrial uses, commercial storage uses, wholesale uses, contractor yards, or similar uses, are not required to have sidewalks constructed in conformance with this standard, provided adequate pedestrian refuge areas are provided.” Provide a general note on the cover sheet that this site is not for use by the public and as such abides by UDC TSM Section 7-01.3.0.
