10/25/2024 | Site Landscape | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA PDSD SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: SITE/GRADING - NEW CONSTRUCTION, UNITS 1,2,3, AND 4 ACTIVITY NO: DP20-0255 ADDRESS: 1138 N RICHEY BL ZONING: R-3 RESIDENCE ZONE LAND USE: MULTIFAMILY This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO COMMENTS: 1. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. This project provides a new parking lot that requires commercial standards. The Rainwater Harvesting Plan shall consist of two elements: A Site Water Budget Calculation Spreadsheet and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements require coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 50% of annual landscape water demand, as required by the ordinance. If a copy of the Site Water Budget Spreadsheet is needed, please reach out to the contact information at the bottom of these comments. 2. Indicate the size, shape, and contouring of the rainwater harvesting basins on the commercial rainwater harvesting plan and make sure that those elements are shown identically on the grading plan. Indicate the drainage flow from the roof of the building and include downspouts, splash pads and scuppers for drainage crossing the sidewalk. 3. Add a rainwater harvesting schematic detail to the Commercial Rainwater Harvesting plans. This detail will include 3:1 maximum side slopes, 2-inch depth screened rock, and tree/shrub/accent placements within the Water Harvest Infiltration area. If an example of this detail is needed, please contact me and I will provide an example. The water harvesting curb cut detail shown on sheet L-2 is a DTM right-of-way drainage detail and not the appropriate application for on-site rainwater harvesting basins. 4. Update the planting list/legend to include full scientific and full common names. And check the spelling of Mesquite. The same Cypress is called out for the fruit tree. 5. Upon review of aerial imagery of the site, the number(s) of existing plants listed on the existing plant list/legend on sheet (PH) appears to be incorrect. Update the plans with the correct number(s) of existing plants to remain in place. 6. If the intent is to show the existing plants to remain in place on sheet (PH), then the plant symbols should be shown at their current location on the (PH) plan sheet. The existing plants should be shown on the planting plan as either grayed back and clearly labeled as existing or as a unique symbol so that the existing plants are not mistaken for the new proposed plants on sheet L-1. 7. The NPPO Waiver indicates that the site does not contain any Protected Native Plants. One of the photographs within the NPPO Waiver shows a mature Mesquite tree in the southwest corner of the site. Will this tree be preserved in place? If so, indicate that on sheet (PH) and show it on the plan. Update the NPPO Waiver with “Protected Native Plants will not be substantially impacted by development on this site” if that is the intention. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 24, 2025 1. The following is related to a Design Development Option: Per UDC Table 6.3-2.A: the required perimeter yard setback for interior property lines is 10’-0” or ¾ the Height of the proposed exterior building wall, great of the two dimension applies. A. Based on a Building Wall Height is 21'-10", the required setback to the SOUTH property line is 16'-4 1/2". The proposed setback is 9'-5 and 1/4". B. Based on a Building Wall Height of approximately 17'-9" the required setback to the EAST property line is approximately 13'-4". The proposed setback is 4'. A DDO is required.
