This development is located in the S.W. corner of the S.E. quarter of Section 21, Township 15S, Range 15E, of the Gila and Salt River Meridian. The development site occupies parcel number 141-11-030B, covers approximately 5.08 ± acres, and is zoned as Heavy Industrial Zone (I-2). The nearest major roadway intersection is E Old Vail Rd and S Rita Rd, approximately 3600 feet to the southeast of the subject development. This site does lie within FAA Part 77 airspace. The Tucson Airport is requiring a resubmit of this project. These conditions must be included in the development plan document and shall be identified in the general notes section of all future plans submitted to the City of Tucson for review. Conditions of approval: 1. “According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this project area is located in proximity to a navigation facility and could impact navigation signal reception. This proposed structure exceeds an instrument approach area by 42 feet and an aeronautical study is needed to determine if it will exceed a standard of subpart C of 14CFR Part 77. As this project develops, all applicants must file FAA Form 7460 with the FAA at least 45 days before construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns identified by the FAA. Note also that cranes to be used during all development or construction activities must also be identified with Form 7460. Comments: 1. The Tucson Street Design Guide offers the option to use a smaller 15’ curb radius on the proposed curb returns on the eastern side of the property (SDG 5-10). Smaller radii are safer for pedestrians. The smallest feasible radius should be used. 2. 10-01.3.3.D.1.d - Lateral transitions in sidewalk shall be no sharper than 3:1. Where the sidewalk jogs laterally near the new 25’ driveway, please show that it meets this standard. See P. A. G. SD 207 for an illustration. 3. Please repair any sidewalk in the ROW that has become uneven over time or heaved by tree roots. 4. The Subdivision plat seems to show a 60’ utility easement running very roughly parallel to Old Vail Rd. If the easement still exists, please show it on the plans. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). The review comments include the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 13, 2024. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. 2-06.4.7.A.4 - The use called out under GENERAL DEVELOPMENT PLAN NOTE 3 is Construction Services, but under “UNIFORM DEVELOPMENT CODE” “BUILDING USE: 2 PRINCIPLE USES:” you list “INDUSTRIAL USE GROUP (EXISTING)” “INDUSTRIAL USE GROUP, WAREHOUSE” & “COMMERICAL SERVICES , OFFICE” clarify what the use is. “INDUSTRIAL USE GROUP (EXISTING)” is not a use but a use group. “INDUSTRIAL USE GROUP, WAREHOUSE”, warehouse is not a use in the Industrial Use Group. If you are proposing 2 principles uses than separate Certificate of Occupancies are required. 2. 2-06.4.7.A.4 – As you are proposing to demolish Bldg. #1 remove the reference to Building #1 from under “UNIFORM DEVELOPMENT CODE” “BUILDING USE: 2 PRINCIPLE USES:”. 2-06.4.7.A.8 - For development package documents provide: 3. COMMENT: 2-06.4.7.A.8.a - As you are proposing to demolish Bldg. #1 remove the reference to Building #1 from under “BUILDING DATA”. 4. Based on a construction services use the vehicle parking space calculation is not correct. Construction services is parked at 1 space per 300 square feet of gross floor area. This includes all buildings on site including storage containers. Until the proposed use is clarified the required number of vehicle parking spaces cannot be verified. 7. COMMENT: 2-06.4.9.H.5.d - Until the use is clarified Zoning cannot verify the required number of short- & long-term bicycle parking space. 8. COMMENT: 2-06.4.9.H.5.d - Zoning was not able to find the required short-term bicycle parking on the plan, clarify the location.
