Ordinance floodplain, and erosion hazard setback as part of the Alamo Watershed (TSMS GC) a balanced basin management area, (panel 2301 L, reference area: LOMR Case #: 20-09-2061P effective 15MAR21), specifically described as: a portion of City public right-of-way, along Bellevue Street in the Alamo Wash within T14S R14E Section 1, in Ward 6,for purpose of installing conduit for 4-inch gas main under the dip crossing and watercourse (with associated bore pits outside of the floodplain) for Southwest Gas facilities.Applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and is particularly bound by conditions stated below. Violation of any of these conditions, as determined by City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with applicant. Issuance of this permit does not constitute a waiver of other permits or requirements contained in Tucson City Code, Unified Development Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. This permit becomes invalid and is subject to additional floodplain review, if any development changes construction of the underground utility infrastructure, or, if there is any further disturbance within City of Tucson floodplain or erosion hazard setback other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from the underground utility infrastructure improvements in City of Tucson public watercourse and within stormwater conveyance area within regulatory floodplain, floodway or erosion hazard areas as determined by the City of Tucson.The following 10 conditions apply to this permit:1)Approval of this permit is based on review of application for proposed gas main conduit under regulatory floodplain and erosion hazard areas of the Alamo Wash at Bellevue St. Engineer's drainage statement Technical Memorandum (sealed 5/12/22 by Anthony Herrera, P.E.) submitted was approved for this project. See also right-of-way permit T22RW0210 for additional conditions.2)This Floodplain Use Permit is specific to area specified in this permit and shall not apply to any other property, nor does it apply to the areas outside of the jurisdictional floodplain or erosion hazard setback areas. Conduit line shall be placed no shallower than that shown on plans, and no bore holes shall be no closer to wash centerline than that shown on Profile 16A per plan sheet 16 of STL UOC - Atlas 0027 Bellevue Street & McKinley Avenue plan sheets. Any additional or future disturbance of the floodplain or erosion hazard setback areas shall have separate floodplain use permit applications submitted to this office for review and approval.3)Other ground disturbance, staging, or material storage shall not occur in the designated floodplain area. No stockpiling or material storage shall occur in floodplain areas. See exhibit below. 4)This Floodplain Use Permit and plans shall be kept in a readily accessible location on construction site at all times.5)Department of Transportation and Mobility (DTM) Engineering Inspections are required prior to commencement of work and at final floodplain permit inspection approval. Call DTM Stormwater staff for inspections as needed.7)This permit does not permit discharges into the City of Tucson stormdrain system (streets, washes, or other conveyance areas). For any spills or discharges from construction activity in Alamo Wash, immediately report to ADEQ 602-771-2330 or (800) 234-5677, and contact City of Tucson Stormwater Management at stormwater@tuconaz.gov or call (520) 791-5100.8)At finished construction, assure any remaining temporary erosion and sediment controls have been removed for the area of project, and all construction material debris has been removed, and then arrange for DTM Engineering Inspection.9)Extension or renewal of permit may be considered for approval; extensions may be provided if requested prior to expiration date.10)Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties.
