08/17/2009 FLOODPLAIN USE PERMIT # T09OT01537 PROJECT ADDRESS: 6000 E VALENCIA RD PROJECT NAME: Pima Air Museum Hangar One Expansion APPLICANT'S NAME: Steven Dawe, M3 Engineering, Richard Murillo, PE PROPERTY OWNER: Pima County The applicant is authorized to use a portion of the flood hazard area within a City of Tucson jurisdictional floodplain area owned by Pima County Arizona, on the property described as: Portion of Parcel 140-36-0120, within W2 SE4 & SW4 EXC VALENCIA RD & EXC SPRR R/WAY, JULIAN WASH & EXC N990' W990' M/L SEC 12-15-14 203.92 AC (ABAND 7814/895) (FORMERLY 139-01-002N), for the purpose of improvements for the expansion of airplane hangar and construction of new cafeteria, maintenance of existing basin and channel, at the Pima Air Museum. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not necessarily constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following 9 conditions apply to this permit: 1) This permit is for the expansion of Hangar One and new cafeteria, and maintenance activities to the existing retention/detention basin only. Additional maintenance to existing channel is also permitted for clearing overgrowth of vegetation and re-establishing side slopes. 2) The existing basin shall be cleaned out by removal of existing top layer of sediments and the basin side slopes shall be re-established. Scarification will not be accepted. Weir outlet shall be maintained to prevent erosion along sides of outlet. 3) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the structure and / or site development, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 4) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. There shall be no disturbance or stockpiling outside of the disturbance limits. 5) This parcel lies within FEMA SFHA Zone A. All work shall conform to all recommendations as set forth in the referenced report for the project: Drainage Report for Hangar One Expansion and Food Service Pima Air and Space Museum by M3 Engineering dated 7-10-09 and approved plans. 6) Within 5 (five) days of issuance of this permit, through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T09OT01537. FOR INFORMATION PLEASE CALL 837-4888." 7) Please call Planning & Development Services Department at 837-4888 or 740-6970 (IVR) for final floodplain inspection. 8) Prior to commencement of any earthwork activities, it is recommended that Stormwater Pollution Prevention measures be placed along downstream edge of disturbance area to minimize sediment runoff. 9) No new chain link fences or other obstructions shall be placed at grade on the project site within the floodplain area. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire two years from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Planning & Development Services Department, Engineering Division.
