Every time this happens, he is also flooding the alley and the street with water he is running through the engines to cool them. He is creating a nuisance with smoke/noxious emissions, flooding the alley, and excess noise. I know he has a business license and a home occupation certificate. The customers always come to him. When they bring the boats by they are placed in the alley blocking traffic until he moves them into his garage. There is one there right now that does not belong to him. Google maps will show over 6 boats that he is constantly buying and selling off of his private property. He may even need a dealers license, but he doesnt have one.
