1) Proposal shows recent removal of nonconforming freeway sign and seeks replacement with a pole sign at greater height and sign area than permitted under code, and at a reduced setback.
2) History -Benson Hwy was once part of the freeway system, and the parcel had a freeway sign. The freeway system changed prior to 1988, with Benson Hwy becoming a state route in the vicinity of this parcel. The freeway sign then became nonconforming, as a freeway sign would not be allowed on a parcel more than 250' from the realigned freeway system, per UDC 7A.10.2.C. (The nearest portion of I-10 right of way is approximately 280' away.) With removal of the prior freeway sign, a replacement freeway sign is not permitted.
3) The proposal now shows a new pole sign at 20' height, 95.9 square feet in sign area (digital component at 40 square foot), with less than 30' setback per contractor. The proposal exceeds allowances for pole sign size/distance to the roadway (7A.10.2.C.) and requires SDRC review/approval to proceed (T20SA00026) under 7A.7.1.
4) On the site plan, add:
A) Setback from face of Benson Hwy to leading edge of sign cabinet
B) Property line frontage along Benson Hwy and along 46th St (bisect corner for lot lengths)
C) Add stems of 20' for the SVTs shown, taken from curb along Benson Hwy
D) Show landscaping/xeriscaping around the sign for the SDRC evaluation of design criteria
5) On elevation sheet:
A) Add dimensions to the side view
B) Note sign is double sided for both static and digital display areas
C) Height is taken at the average grade within 5' around the sign base, in cardinal points (N,E,W,S), clarify where that grade is at for measuring height, or if the sign height will be taken from grade at the base or at the sign curb - for the SDRC review, and adjust height notation accordingly
D) Add photos of the building and demonstrate how the pole sign would be compatible with other signs in the vicinity in relation to height and size, and how the sign height would be compatible with building height.
E) Note the materials the sign is comprised of (i.e. metal, faux stucco?) and how the sign structure would compliment the building, for the SDRC review
6) Regarding electrical and Outdoor Lighting Code:
A) Specify using existing power from prior freeway sign? Indicate location of power panel for entire sign electric, and provide lock out.
B) Acknowledged understood that both the static display cabinet and the digital display cabinets have their own volts, amps, circuits listed, and will have separate circuits, shut off switches and timers. Please note on the static cabinet sheet that a separate circuit is provided.
C) Digital sign - specify method of dimming, i.e. laser sensor or solely timer?
D) Digital sign - state is a "master and mirror unit system", versus two master units (same display versus possible for different displays on each side)
E) Digital sign - add note, "display change at a maximum rate of 1 x per minute, without animation"
F) Digital sign - check and then add note "digital sign is FCC compliant"
G) Remove note on digital cabinet sheet regarding color temperature, as sign dims to 200 Nits
H) Add note that sign "shall meet OLC curfew of 12:00 a.m., or when the business closes - the later applies"
7) Structural would be reviewed after SDRC evaluation. If the SDRC approves the proposal, specify if field welding applies, and understand engineered plans apply specifically for welds in field. Otherwise, provide specs on how the sign is assembled and footer/support system, and note special inspections may still apply with the engineered plans.
