Grant Road / Circle K Permit: T19OT00738 Reviewer: H. Thrall Date: 8/7/19 1) The sign, as depicted in the application materials, is a nonconforming pole sign under current code (Sign Standards, UDC 7A), (i.e. sign height, area, setbacks from street curbs, ability to have a pole sign for a parcel part of a greater premise development with other freestanding signs and less than sufficient street frontage, etc.) 2) UDC 7A.9.1.C. Except for reasonable repairs and alterations, no nonconforming sign shall be moved, altered, removed and reinstalled, or replaced, unless it is brought into compliance with the requirements of the sign standards. The updating of electrical components for a non-conforming sign may be considered an approved alteration. The alteration cannot change the sign copy from static sign copy to digital sign copy. 3) As the request is to convert a cabinet area on the nonconforming sign from a static display to a digital message display, the sign must be brought into code compliance. A form of compliance with the Sign Standards is to apply for review of the request to vary the above code section via a Singular Sign Design Option review under the Sign Design Review Committee process. UDC 7A.7.3. (Singular Sign Design Option). B. The section applies to a new sign or modification or replacement of an existing sign. UDC. 7A.7.3.C. The proposed design option for an individual ground-mounted or wall-mounted signs and signs integrated into the architecture of the building shall follow the decision making, review process, design standards, findings for permanent signs in Section 7 A.7.1 Master Sign Program Permanent Signs. 4) Acknowledged sheet 3 - aerial sign sign location and street frontages for Circle K lot. A) Provide additional sheet that shows the Circle K site part of the overall premise of the two adjacent hotels and parcel to the south of the Circle K. B) ID Circle K freeway sign locations on Hyatt lot C) ID all freestanding sign locations along overall premise D) label frontage of overall premise along Grant Road E) for SSDO process, obtain photos of the Circle K freeway sign and Circle K building - be prepared to demonstrate the similar materials, shapes, colors, etc. involved within those building signs, the current freeway sign and the subject sign - and the building. Can be added to page 3 of the current packet. F) call out the landscape area where the sign is located (for SSDO process, using these plans for the review) and take photos of the west side of the sign landscape area as well (acknowledge photo of landscape in elevation view for east side of sign). 5) Provide dimensions and square footage for cabinet frame containing proposed digital message center so it is clear for potential permitting review what sign area is involved in the repair of the top static LED area of the overall cabinet framework, and in the proposed digital display area framework. 6) Clarify if digital message center is intended to be a full capable color and display - or - limited to monochromatic/selective colors and just numbers. (For referral process and to understand full function desired for the sign.) 7) Provide side view of sign, dimensioned thickness, to show any raised copy in relationship to the existing sign frames, and also for digital face/cabinet insert - in relationship to the existing cabinet frame. 8) NEC: / OLC A) Note / show - the divider frame that separates the "top" static sign face of the overall 8x7 sign cabinet and the "bottom" sign face where to change to digital. B) Provide note on elevation view that top part of cabinet is a repair for retrofitting internal lighting from fluorescent to a static LED source. B) Clarify if bottom rectangular cabinet is also to have a repair to retrofit on internal lightinging from fluorescent to an LED static light source. C) Provide note on elevation view that LED internally illuminated cabinet(s) shall not exceed 4400K in color temperature. 9) Structural A) Clarify existing cabinet frame is not removed from sign, that the digital sign is an insert mount to that existing sign frame (inferred in diagram and prior discussions on such proposals). B) Note on plans indicates "welded on inside". The proposal is to conduct work on site. Note that per IBC 2018, on site welding would require engineered plans (which would be reviewed later, only upon any potential SSDO approval). Send revisions to Heather.Thrall@tucsonaz.gov with SSDO applications and PC Assr documents. Fee for SSDO review is $192.50. Any resulting permit fees are separate and based on sign area and type of inspections. |
