04/18/2019 | INSP - INITIAL CODE ENFORCMENT | Approved | I WILL START BY EXPLAINING THE THE MAKE UP OF THE ENTIRE EAST WALL AT THE PROPERTY. STARTING AT PRINCE THERE IS A METAL FRAME/CORRIGATED METAL FENCE THAT RUNS SOUTH TO THE EXISITING BUILDING. WEST BLOCK WALL OF THE STRUCTURE THAT IS 12 TO 14 FEET TALL TAKES UP THE NEXT SECTION OF PROPERTY LINE AND BEHIND THE STRUCTURE IS A 6FT BLOCK WALL 8" THICK. THE 4" THICK BY 4FT 6 INCH TALL FENCE BLOCK WALL TAKES OVER AND RUNS FOR APPROX 100 YARDS WITH A 5 FT WROUGHT IRON GATE AFTER THE FIRST 40 YARDS OF WALL. AT THE SOUTH END OF THE WALL IS A 3 FT SECTION OF CHAIN LINK FENCE ATTACHED TO A POST AND THEN A 16 FT WIDE GATE 8 FT TALL. THIS MAKE UP OF FENCE, STRUCTURE, WALL AND CHAIN LINK HAS BEEN THERE FOR SOME TIME, PRIOR TO 2005 AERIALS, PROBABLY PRIOR TO 1998, MAYBE BEFORE, BUT DEFINATELY BEFORE CURRENT OWNER BLANCA ASHLEY TOOK OVER THE PARK. IN DECEMBER 2018 A NOV WAS ISSUED TO MAKE REPAIRS TO DAMAGED OR UNSTABLE PORTIONS OF THE FENCE BLOCK WALL. I INSPECTED THE WALL WITH INSPECTOR FELIX MORALES AND FOLLOWED THRU UNTIL REPAIRS WERE COMPLETE EARLY 2019,(CASE #T18DV07756). REPAIRS WERE MADE TO THE FINAL 60 YARDS OF FENCE BLOCK WALL AS THAT IS WHERE THE WORST DAMAGE OR DETERIORATION WAS LOCATED. OWNER HAD REPLACED A MAJOR PORTION OF THE WALL AND REPAIRED OTHER SECTIONS. THE CHAIN LINK GATE AND FENCE AT THE VERY SOUTH END OF THE WALL SECTION WAS REPLACED AT AT THIS TIME REMAINS IN PLACE AND IS CHAINED AND LOCKED. THE SOUTH 60 YD SECTION OF WALL REMAINS IN AS GOOD OF CONDITION AS CAN BE EXPECTED OF A FENCE BLOCK WALL. THERE IS NO TRASH OR DEBRIS IN THE ALLEY/ DRAINAGE AREA DIRECTLY EAST OF THE WALL AND WATER FROM THE NEIGHBORHOOD TO THE EAST DOES DRAIN DIRECTLY INTO THE WALL DRAINAGE AREA AS IT WAS DESIGNED TO MANY YEARS AGO. THERE IS A SMALL SECTION WHERE WATER MAY BE UNDER CUTTING THE WALL BUT THE WALL IS IN NO DANGER OF FAILING. IT SOUNDS FROM THE COMMENTS BY THE COMPLAINT, THAT THEY SHOULD KNOW OR UNDERSTAND THAT A FENCE BLOCK WALL IS NOT THE MOST STRUCTURALLY SOUND TYPE OF WALL ESPECIALLY IF YOU ARE COMPARING TO A 8" THICK CINDER BLOCK WALL. A 4" FENCE BLOCK WALL CANNOT BE SOLID GROUTED LIKE THE 8" WALL. FENCE BLOCK WALL SHOULD BE TREATED WITH CARE, NO JUMPING OVER THE WALL OR SHAKING THE WALL. THE ONLY THING THAT CAN BE DONE TO STABILIZE THE WALL IS ADHERE OR ADD STUCCO AND PAINT TO THE WALL, BUT THE WALL WILL ALWAYS CONTINUE TO CRACK. THE WALL IS NOT FAILING AND WILL NOT UNLESS CAR DAMAGED, OR DAMAGE BY HUMANS OCCURS. THERE ARE NO VIOLATIONS. COMPLIANCE / CLOSE CASE. |
