TOOK APPROX 2 1/2 HOURS TO PUT THE FIRE OUT. BUILDING WAS VACANT AT THE TIME, MEANING THERE WAS NO BUSINESS BEING RUN OUT OF THE STRUCTURE, AND NO OCCUPANTS. STRUCTURE DOES HAVE A HISTORY OF BREAK INS AS C/E HAD BEEN THERE THE PREVIOUS WEEK THERE WAS A LOT OF CONFUSION AS TO HOW, WHEN AND WHO WOULD SECURE THE STRUCTURE: > AT APPROX 3:30 I SPOKE WITH TPD DETECTIVES WHO INFORMED ME THEY WERE PUTTING TOGETHER THE NECESSARY INFORMATION TO GET A WARRANT, MEANING A ADDTIONAL 2-4 HOURS OF DOWN TIME BEFORE SECURING. >SPOKE TO FIRE, CHEIF OF OPERATIONS WHO INFORMED ME THEY WERE THINKING ABOUT HAVING A FIRE WATCH (4 HOURS) > FIRE WAS PUT OUT BY 4:30, I ENTERED BUILDING WITH FIRE INVESTIGATORS, AND INSPECTED THE EXTERIOR. THEY WERE UNSURE OF WHEN SECURING SHOULD BEGIN AND WHEHER BOARDING OR FENCING WOULD BE REQUIRED. I INFORMED FIRE THAT TPD WAS OBTAINING A SEARCH WARRANT TO GO IN . > LATER TFD STATED THEY OBTAINED WORD FROM CHEIF GULOTTA THAT NO ONE WAS TO GO INSIDE THE BUILDING, THAT THEY WOULD HAVE A EXTENDED FIRE WATCH. > OWNER THEN ASKED THAT HE BE ABLE TO SECURE THE STRUCTURE HIMSELF AFTER I EXPLAINED TO HIM HOW THE CITY WOULD SECURE THE STRUCTURE. MARTIN ROMERO WAS CONTACTED TO DETERMINE WHETHER OR NOT HE SHOULD BE ALLOWED TO SECURE THE STRUCTURE. MARTIN TOLD THE OWNER HE COULD SECURE THE STRUCTURE BUT WOULD BE REQUIRED TO SIGN INDEMNIFICATION PAPERWORK. >I WALKED THE PROPERTY WITH THE OWNER SHOWED HIM EXACTLY WHAT NEEDED TO BE SECURED AND HOW. OWNER IMMEDIATELY SENT A PERSON TO GET MATERIALS > I LEFT THE SCENE AT APPROX 7:30 TO GO TO A SECOND FIRE. > I RETURNED AT APPROX 9:40 FOUND FIRE WATCH HAD BUT OUT HOT SPOTS IN THE SOUTH WALL NEAR THE ELECTRICAL SERVICE PANEL UP TO 16 FT MARK. MET WITH THE CAPTAIN ON THE FIRE WATCH. CALLED DISPATCH TO HAVE TEP SENT BACK OUT TO CHECK WIRING TO THE STRUCTURES PANEL AND TEP TRANSFORMER. WENT OVER WITH THE OWNER THAT ADDITIONAL PLYWOOD WAS REQUIRED TO COVER ANY SIDING THAT WAS REMOVED. TFD STATED THEY WOULD BE ONSITE UNTIL 7:00 AM, OWNER STATED BECAUSE TFD WAS ONSITE AND UNTIL 7:00 THAT HE WOULD BEGIN BOARD UP AT 7AM, THOUGHT HE WOULD BE COMPLETED CLOSE TO 2:00 PM. I ASKED HE CONTACT ME SO I COULD INSPECT THE STRUCTURE. > I RECEIVED A CALL AT 4:00 FROM THE OWNER STATING THEY HAD GOTTEN EVERYTHING UP TO EIGHT FT BOARDED AND WERE GETTING A LIFT TO SECURE ANYTHING ABOVE 8 FT AND WOULD BE COMPLETED ON MONDAY. >APPROX 10 AM ON MODAY I REVISITED THE SITE TO POST THE STRUCTURE "UNFIT TO OCCUPY" |
