This is hazardous to the occupant, who visibly had difficulty moving safety through the unit and potentially to any first responders who need to access unit in an emergency situation. A notice to vacate (condemnation) and Indemification issued to occupant; unit must be cleaned and an inspection scheduled showing compliance before occupation can continue.
