04/22/2015 | INSP - INITIAL CODE ENFORCMENT | Approved | Did meet with the son and the water is on and not able to leave on past the shut-off valve due to the water heater is leaking on the interior of the unit. The valve is turned on when water is needed on the interior of the unit than turn off at the valve as soon as complete the use on the interior of the mobile home. The son refused entry into the mobile home and the mother was not on site. I did let the son know that I was going to meet with the management and go over the issue of no water on the mobile home. Did meet with the management and they have been having trouble with the owners of the mobile home of using the showers and the bathroom and doing damage to the facility. The are now currently not able to use the bathroom and showers and not allowed in the area due to arguments on not being allowed to use the facility. Did go back to the unit space # 271 and the mother was on the property. Did go over that if no water is going to the interior of the mobile home that the mobile home needs to be vacated. Did ask why the water is being turned off and was told that the water heater is leaking and has done damage to the floor and the walls that surround the water heater. I did ask if the bathroom is able to be used and was told no that sponge bath were being done or using the bathroom at some other location. I that was advised that the front door is not able to get to. The blinds through out are indicating that no access to the window is being allowed due to the spider webs and how dirty they are. Did call Martin Romero my supervisor and went over not being allowed into the mobile home but have suspicious that all the paths to the doors and windows are blocked and no water to the interior of the mobile home. Was given permission to have the mobile home vacated. Did let the mother know that the mobile home is going to be ordered to be vacated due to the lack of water into the mobile home. Did do the posting of "Do Not Enter" in the front of the mobile home and did the N.O.V., Notice of Emergency to Vacate. The mother did sign all the paper work and was given time to get items out for the night or a few days. While doing the paper work the mother of the person staying in the mobile home called. She was the actual owner of the mobile home and was asking for more time and went over that the supervisor was called and was given permission to vacate the mobile home. Did advise that the new water installation will require a permit and inspection by Planning and Development Services Department due to being replaced and other inspection may be required due to the damage of the flooring and the walls. The inspector will determine what permit will be required once the inspection has been done and checked for the damage. The mobile home will need to be inspected for clear paths to all door and windows and smoke detectors through out. The owner was told that in order to work or be on the property, will need to let the management know that they are on the property. They are having trouble with the management and will be call the inspector to let him know that someone is on the property cleaning and doing work on the repairs. Once the owner locked the door and left the site, did clear the property. Will monitor with calls from the owner. RV. |
