12/21/2007 VIOL - FLAMMABLE LIQUIDS Correction Required 3404.2.1 Change of tank contents. Tanks subject to change in contents shall be in accordance with Section 3404.2.7. Prior to a change in contents, the fire code official is authorized to require testing of a tank. Tanks that have previously contained Class I liquids shall not be loaded with Class II or Class III liquids until such tanks and all piping, pumps, hoses and meters connected thereto have been completely drained and flushed.

· The tank being converted to diesel must be purged of all contents and flushed in accordance with the above. A written receipt must be provided before the contents of the tank are changed.
12/21/2007 VIOL - FLAMMABLE LIQUIDS Correction Required 3403.6.3.1 Existing piping. Existing piping shall be tested in accordance with this section when the fire code official has reasonable cause to believe that a leak exists. Piping that could contain flammable or combustible liquids shall not be tested pneumatically.

3404.2.12.3 Existing tanks and piping. Existing underground storage tanks and piping shall be tested for leakage at the owner's or operator's expense at least every 24 months in accordance with this section.
EXCEPTION: Underground storage tank systems with an approved method of detecting leaks from any component of the system.
When testing is required, owners or operators shall provide the fire code official with data setting forth the method of testing that is to be used and shall submit the name of a qualified individual who will conduct the test. A testing permit shall be obtained. Pneumatic testing is prohibited.
Devices used for final testing shall be capable of detecting leaks as small as 0.05 gallon per hour. Leaking piping and equipment shall not be used until repaired or replaced.
The fire code official is authorized to require that the test be conducted in the code official's presence.

· Due to the large amount of corrosion in the underground tank sump components it shall be required to provide a line leak test of the vent piping and a tank tightness test on all tanks to ensure the integrity of the tanks.
· A tank tightness report is also required for the waste oil tank.
· This shall be done by qualified personnel.
