10/05/2006 COT - BASN - Drainage/Basin - Annual Inspection - Recur Basin - Fair These are the pictures that were taken out at the existing basin. A couple of shots are of the "drainage easement" along the western side of the parcel.

Everything is over grown with weeds and the "easement" itself does not seem to be functioning as called out on the plan. It looks like there is a new low spot more to the east on the east side of the walking track.

There was evidence of mud cracks within the basin and litter/debris along the northern wall for a highwater mark. From field investigation I would be surprised if this basin drained in less than 12 hours. I would also be surprised if the water from the subject parcel (TA CAID) even made it to the basin with all of the vegetation that has grown, the shallowness of the drainage easement area, and the new developed low spot. The low spot will become obsolete after the new detention basin is designed and a new low flow pipe is added to the existing "easement" area.

Marc agreed with my field investigation and I still recommend that we get a perc test for infiltration rates. I also recommend that we have the basin and the drainage easement area maintained and the vegetation cut back. I will also be looking at spot elevation on the next re-submittal to verify that the low flow pipes and the water for the retention requirements actually make it to the basin. From what I can see and from the fact that they could not provide yearly maintenance logs I don't think that this basin has been maintained for awhiLE.
