11/16/2005 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, SPOKE WITH TENANT DEBRA LAITOLA, WENT OVER ALL PROBLEMS SHE WAS HAVING WITH HER UNIT. UPON ENTERING THE UNIT I FOUND THAT THE UNIT WAS FAIRLY DIRTY AND NOT WELL KEPT. SAW APPROXIMATELY THREE CATS LIVING INSIDE THE APARTMENT.EXPLAINED THAT I WOULD BE CONDUCTING A COMPLETE MINIMUM HOUSING INSPECTION AND EXPLAINED WHAT THAT CONSISTED OF. DEBRA HESITATED AND ASKED IF I WOULD INSPECT THE BATHROOM ONLY AND MENTIONED THAT SHE HAD NO HOT WATER AND WOULD I ALSO INSPECT THE HOTWATER HEATER. I MENTIONED I WOULD AND IF I SAW ANY OBVIOUS PROBLEMS I WOULD HAVE TO WRITE THEM UP, MY FINDINGS ARE AS FOLLOWS:
FIRE SAFETY:
>UNIT SACKS WORKING SMOKE DETECTORS.
>WINDOW IN BATHROOM LACKS A WORKING LOCKING/ LATCHING MECHANISM.
INTERIOR SANITATION:
>THE INTERIOR OF THE UNIT IS UNSANITARY DUE TO OVER ACCUMULATION OF OF REFUSE; FOOD LEFT ON TABLES, COUNTER TOPS AND LIVING AREAS, AND CAT LITTER BOXES OVER FLOWING AND PERHAPS CAT FECIES INSIDE THE UNIT.
INSECT INFESTATION:
ROACHES APPEAR THROUGHOUT THE UNIT EVIDENT WHEN I OPEN HOTWATER HEATER DOOR AND ROACHES RAN OUT, AND EVIDENCED BY DEAD ROACHES LEFT ON KITCHEN FLOOR.

PLUMBING:
>APPEARS WATER IS LEAKING FROM THE UNIT ABOVE EVIDENCED BY,
(1)DRY WALL DAMAGE AT THE HEAD OF THE BATH TUB WALL, OR THE END WITH ALL THE FIXTURES.
(2) DRYWALL DAMAGE ON THE SIDE WALL ABOVE THE TILE.
(3) DRYWALL DAMAGE ON THE NORTH WALL OF THE BATHROOM ABOVE THE SINK AREA. (MOST OF THAT WALL) EVIDENCE OF PAINT BUBBLING ABOVE THE TOILET AREA.
(4) DRYWALL DAMAGE ON THE CEILING, WHICH HAS ALREADY BEEN PATCHED MONTHS AGO AND NEVER FINISHED. PATCHED AREA OF THE CEILING IS ABOUT 50% AND IS ALREADY SHOWING SIGNS OF WATER DAMAGE, OR LEAKING FROM ABOVE AGAIN.
>TUB NEEDS TO BE RESEALED ALL EDGES. EXISTING CAULK AND DRYWALL MUD NEEDS TO BE REMOVED FIRST AND THEN RE-CAULKED.
>SINK LACKS STOPPER
>TOILET RUNS CONSTANTLY
>TENANT LACKS HOT WATER, HOTWATER HEATER APPEARS TO BE IN GOOD CONDITION AND GAS IN THE ON POSITION. CALLED AND ASKED MAINTANENCE TO PLEASE COME AND CHECK HOTWATER HEATER QUICKLY. JESSE (MANAGER) MENTIONED HE WOULD SEND SOMEBODY OVER RIGHT AWAY. THE HOTWATER HEATER ALSO LACKS A DRAIN TO THE EXTERIOR OF THE UNIT.
