MET AND TALKED TO FLYNN JANISSE REGIONAL MANAGER FROM PHOENIX WHO WAS ONSITE TO ACTUALLY MEET WITH NEW OWNER WHO WAS IN TOWN 6/21- 6/22 TO EVALUATE PROPERTY AND DETERMINE THE PROGRESS AT MT VIEW APARTMENTS. AS DNR INSPECTORS ARRIVED ONSITE, YORK AIR CONDITIONING WAS LEAVING THE BUILDING AFTER COMPLETING SERVICE TO CHILLER SYSTEM. SPOKE TO FLYNN, ASKED IF SYSTEM WAS STILL DOWN, SHE SAID NO THAT YORK AC WAS THERE AND COMPLETED THEIR WORK AND HAD SYSTEM UP AND RUNNING AGAIN THAT IT HAD BEEN DOWN FOR A COUPLE OF HOURS. SO BY THE TIME OF OUR ARRIVAL THE SYSTEM WAS WORKING. ASKED FLYNN WHAT THE PROGRESS WAS OF ALL THE ISSUES AT THE SITE, SHE MENTIONED THAT STUCCO PERMIT HAD BEEN OBTAINED, THAT IT TOOK SOME TIME TO FIND AN ARCHITECT THAT WAS WILLING AND SIGN OFF ON EXISTING WORK, ONE WAS FOUND, PRINTS DRAWN, AND PERMIT OBTAINED, AND THAT WORK HAD ALREADY BEEN SIGNED OFF ON. FLYNN THEN MENTIONED THAT THEY HAD RECEIVED BIDS FOR REPLACING THE BALCONIES, THAT THE OWNER HAD JUST SIGNED THE BID PAPER WORK AND THAT KOWALSKY CONSTRUCTION WOULD BE THE COMPANY PERFORMING THE WORK. EXPLAINED TO FLYNN THAT THE MOST IMPORTANT PART OF THE PUZZLE WAS THE PLUMBING AND ASKED WHERE THEY WERE AT WITH THE PLUMBING BIDS? FLYNN MENTIONED THAT THE PLUMBING BIDS HAVE BEEN ADDRESSED AND THAT AT THIS TIME THEY HAD RECEIVED 2 BIDS AND WERE WAITING FOR A 3RD AT WHICH TIME THEY WOULD BE MAKING A DECISION AND THEN MOVE FORWARD. SHE REITTERATED THAT THE FUNDS WERE STILL AVAILABLE TO COMPLETE THE PLUMBING PHASE. I ASKED WHAT THE CAUSE FOR REPAIRS WAS, SHE MENTIONED THAT WATER HAD LEAKED ONTO THE CHILLERS MANIFOLD, HAD GOTTEN INTO A DISTRIBUTOR CAP, CORRODED AND BURNED UP THE DISTRIBUTOR. SAID SYSTEM WAS DOWN MINIMAL AMOUNT OF TIME. DNR INSPECTOR C-16 WAS SASTIFIED WITH THE PROGRESS MADE BY THE BERNARD/ ALLISON MANAGEMENT COMPANY, WHILE REALIZING THAT IT DOES TAKE SOME TIME TO GET BIDS TOGETHER FOR A PROJECT OF THIS SIZE.

AFTER LEAVING THE SITE I CALLED KOWALSKY CONSTRUCTION , SPOKE WITH MANAGER MELLISA WHO CONFIRMED THAT THEY HAD GEVEN A BID TO BERNARDL/ALLISON FOR THE BUILDING OF THE NEW BALCONIES. MENTIONED THAT SHE WAS HOPING TO RECEIVE THE SIGNED DOCUMENTS IN THE NEXT FEW DAYS, AND WHEN THAT HAPPENED WOULD EXPECT WORK TO BEGIN NEXT WEEK.WEEK OF 6/27/05. WORK MEANING HAVING THE PRINTS DRAWN AND SUBMITTED TO DSD. CONFIRMED THAT THEY WOULD BE OBTAINING PERMITS.MELLISA MENTIONED THAT KOLWALSKY CONST. WAS A PHOENIX BASED COMPANY WITH AN OFFICE IN TUCSON. ALSO MENTIONED THAT DAN WOULD BE THE PROJECT MANAGER FOR THE MT. VIEW PROJECT.

ARRIVED ON SITE, FOUND NO MANAGEMENT PERSONELL ON SITE (IN OFFICE) SIGN SAID BACK AT 2:30P. WALKED PROPERTY, FOUND WORKERS DOING LABOR & STUCCO WORK, IN BEST SPANISH TOLD THEM WE WERE ISSUING A STOP WORK ORDER COULD NO LONGER BE DOING WORK. ASKED MAINTENANCE PERSON FRANK TO PLEASE TELL THEM IN SPANISH THEY COULD NO LONGER BE DOING WORK UNTIL PERMIT WAS ISSUED. WAITED FOR OFFICE MANAGER TO ARRIVE, REBECCA, GEORGE AND BRIAN ARRIVED, EXPLAINED TO THEM WHY WE WERE THERE AND THAT WE DID ORDER STOP WORK.
CALLED BCK INTERPRISES OWNERS OF STUCCO CREW AFTER SEVERAL ATTEMPTS MADE CONTACT INFORMED BOBBY THAT THEY WOULD NEED TO SECURE PERMIT. BOBBY MENTIONED THAT HE WAS TOLD BY DSD THAT HE WOULD NOT NEED A PERMIT (PROBABLY BECAUSE HOW BOBBY EXPLAINED THE SCOPE OF WORK). GAVE BOBBY A CONTACT PERSON (DAVE WITT) & CONTACT NUMBER FOR DSD.
TRIED MAKING CONTACT WITH FLYNN AFTER SEVERAL FAILED ATTEMPTS, CONTACTED SCOTT, WENT OVER ISSUES WITH SCOTT. WHO SAID HE WOULD ALSO FOLLOW UP.
NOV WAS HAND-DELIVERED ON SITE, SIGNED FOR BY REBECCA WHO ALSO RECEIVED STOP WORK ORDER.

HAD SET MEETING UP WITH FLYNN JANISSE, DISTRICT MANAGER FOR BERNARD / ALLISON MANAGEMENT SERVICES IN PHOENIX, AZ. ALSO MET WITH SCOTT MAINTENANCE MANAGER FOR SAME COMPANY, AND BRIAN, MAINTENANCE PERSONELL FOR MOUNTAIN VISTA APARTMENTS. FROM DNR INSPECTORS GOODMAN AND HURD, AND INSP. 2 RICK SALDATE. MEETING WAS REQUESTED BY DNR, TO MEET WITH PROPERTY MANAGEMENT, TO COME UP WITH A PLAN TO FIX "CHILLER UNITS" AND RESTORE AC TO COMPLEX B. TEMPETURES ON 5/20 IS EXPECTED TO REACH AT LEAST 100 AND WEEKEND TEMPS TO REACH 105, 107. DNR EXPECTATIONS ARE FOR PROPERTY MANAGEMENT TO HAVE SOME KIND OF WINDOW AC UNITS AVAILABLE FOR TENANTS OR TO HAVE ADDITIONAL UNITS AVAILABLE AS WELL AS, MOTELS AVAILABLE SHOULD TEMPS REACH 100.
MET WITH FLYNN & MAINTENANCE, FLYNN WENT OVER 1ST THE PLAN THAT HER TEAM HAS PUT IN PLACE. THAT BEING TO NOTIFY ALL TENANTS OF SITUATION BY LETTER, TO BE HAND- DELIVERED TO EACH TENANT STATING AC WILL BE DOWN 1-2 WEEKS WHILE FINAL REPAIRS ARE BEING MADE. NOTICE WILL ALSO STATE THAT RAM AC UNITS WILL BE MADE AVAILABLE TO THEM WHILE CHILLER IS BEING FIXED AND FINALLY THAT IF HOTEL ROOMS ARE NEEDED, THEY WILL ALSO BE MADE AVAILABLE, ESPECIALLY OVER THE WEEKEND WHEN TEMPS ARE EXPECTED TO RISE OVER 100. FLYNN STATED THAT THEY ALREADY HAD 20 AC UNITS AVAILABLE TO THEM BY HOME DEPOT IF NEEDED. DNR C-16 MENTIONED, THAT 20 UNITS MAY NOT BE ENOUGH AND THAT BECAUSE THERE ARE 192 UNITS ADDITIONAL AC UNITS SHOULD BE LOOKED INTO. DNR INSP. ALL MENTIONED THAT HOTEL OR MOTEL UNITS SHOULD BE IN PLACE & READY NOW. FLYNN MENTIONED THAT WOULD BE TAKEN CARE OF.
MAINTENANCE SCOTT MENTIONED 2 BIDS BY QUALIFIED PLUMBING AND PLUMBING SPECIALIST ARE TO BE EXPECTED BY TUESDAY 5/24/05. INSP. C-13 ASKED MAINT. IF THERE WAS ANY WAY OF ADDING INSULATION VALVES TO PIPING TO ACTUALLY ALLOW THEM TO SHUT OFF ONLY HALF OF UNITS, OR TO EVEN ADD ADDITIONAL VALVES TO SHUT DOWN ONLY 1/4 OF UNITS. SCOTT CALLED QUALIFIED ASKED THEM TO COME BACK OUT AND INFORM US OF WHAT WE WANT TO DO IS POSSIBLE. FLYNN ASKED REBECCA MANAGER TO PUT LETTER IN PLACE.
INSPECTORS ASKED MAINTENANCE PERSON GEORGE IF HE COULD TAKE US TO THE ELECTRICAL PANELS OF UNITS SO WE COULD CHECK SERVICE PANEL TO VERIFTY EACH UNIT HAD PROPER AMPS IF AC UNITS WERE TO BE USED AT ONE TIME, CHECKED PANELS AND FOUND THAT EACH BUILDING PROBABLY WOULD NOT HAVE THE PROPER AMPAGE, ASKED SCOTT AND GEORGE TO CONTACT MANAGER & HAVE MANAGEMENT FIND AC UNITS WITH LESS AMPS THEN PROPOSED 12 AMP AC UNITS. CALLED INSP. C-15 ORTA, TO VERIFY 12 AMP UNITS WOULD BE TOO MUCH FOR EXISTING SERVICE PANEL, HE VERIFIED IT WOULD, FELT THEY WOULD BE OK IF ONLY HALF THE BUILDING WAS USING AC UNITS, OR AT LEAST NOT ALL AT ONE TIME. SMALLER UNITS WOULD BE BETTER.
INSPS. WAITED FOR LETTER OF VERIFICATION THAT AC UNITS, HOTELS & ADDITIONAL COMPLEX UNITS WOULD BE AVAILABLE FOR WEEKEND. QUALIFIED DID VERIFY THAT ISOLATION VALVES COULD BE INSTALLED, ADDED PUTTING THEM ABOVE GROUND WOLD ELMINATE DIGGING & BLUE STAKE FOR QUICKER SERVICE; LOOKING INTO WHEN IT COULD BE DONE.

GOODMAN STILL REQUESTED A MEETING TO TALK ABOUT, GO OVER ALL ISSUES, GET CONTINGENCY PLAN, MEETING INCLUDED REGIONAL MANAGER FLYNN, MAINT. SUPERVISOR FOR PHOENIX SCOTT. OLD MAINT. SUPERVISOR OF PROPERTY BRAIN, INSP GOODMAN, INSP HURD, INSP 2 RICK, ISSUES COVERED WAS IMMEDIACY OF REPAIRS, CONTINGENCY PLAN, IMMEDIACY OF REPAIRS WILL BE DONE BY SEVERAL OF WHO CAN BE THERE FIRST, BERTS, PROFESSIONAL, QUALIFIED MECH.
CONTINGENCY PLANS TO INCLUDE SECURING COOLING SYSTEM (WINDOW UNITS) FOR UNITS EFFECTED, RELOCATING OF RESIDENTS STARTING W/ ELDERLY-PHYSICAL DISABILITIES, ALIMENTS, YOUNG CHILDREN, INFANTS AND SO FORTH, ALL AGREED.
CHILLER SYSTEM: ALL PIPING TO BE REPLACED AS REPLACEMENT GOES FORWARD ALL EFFECTED UNITS WILL BE ADDRESSED BY RELOCATING, SUPPLYING ALTERNATIVE COOLING SYSTEMS,
AS TALKING AS A GROUP CAME UP WITH ISOLATION VALVES ON SYSTEM (CURRENT) TO REDUCE THE NUMBER OF BUILDINGS AND RESIDENTS EFFECTED, COMPLEX MANAGEMENT LIKED IDEA WILL START WORKING ON THIS IDEA, ALSO AS TALKING ABOUT SUPPLYING UNITS W/ A/C WINDOW UNITS, INSPECTORS TOOK IN CONSIDERATION ELECT. SERVICE TO BUILDING, AS LOOKING AT SERVICE IT BECAME QUESTIONABLE IF SERVICE CAN HANDLE EXTRA ELECT. LOAD, MANAGEMENT TO BE CAREFUL ON WHAT IS PURCHASED DUE TO DEMAND LOAD, WENT OVER THIS ISSUE W/ BOTH FLYNN, SCOTT, BRAIN AND CHARLIE, TO PROPERLY DO LOAD CALCULATION NEED TO KNOW WHAT UNITS ARE BEING LOOKED AT SO AS NOT TO CREATE ANOTHER PROBLEM, MANAGEMENT WORKING ON THIS ISSUE.
CHILLER SYSTEM STILL HOLDING AND RUNNING AT THIS TIME, INSP GOODMAN REQUESTED DOCUMENTATION ON CONTIGENCY PLAN SUCH AS WHERE RESIDENTS WILL BE HOUSED, INFORMATION OF DATA ON ALTERNATIVE COOLING UNITS, ALL CONTACT NUMBERS FOR WEEKEND IF PROBLEM OCCURS, THIS WAS SUPPLIED BY E-MAIL TO INSP GOODMAN.
