Glenn,
The original set of approved plans included a landscape plan but that drawing/plan was not approved/stamped and the landscaping was never installed.
The Loomis use was not considered to be a change of use and so there was no need to bring the site into compliance. Since the original landscape plan was not approved there is no need to "go back" to that plan.
