Reports to APS state interior has rats and roaches, feces inside and out. Exterior yard has excessive tall grass and weeds with refuse in the front and side yard. Exterior smells of feces. Had the entire house secured by Arcadia. Padlocked the back gate. Issued shut down paperwork to owner including a citation # 6917693 to the owner for disobeying the shut down order.
