The sewer easement appears to materially consist of the driveway at the south end of the property that starts at Pandora Av and travels east west along the south portion of the parcel. That area is also open. The fence itself is very clearly not meant to be permanent as it is constructed of chain link fence panels installed on mounting post stands and is consistent with temporary fencing commonly installed in this era of time to prevent criminal trespassing and to prevent unauthorized access to the site. Further, the fence does not restrict access to any public sidewalk or street.
