10/19/2020 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved WHILE CONDUCTING FIELD INSPECTIONS, HEADING SOUTH ON TUCSON BLVD I SAW SMOKE AND PEOPLE RUNNING BACK AND FORTH FROM THE CORNER PROPERTY 1406 S TUCSON BLVD. I DROVE TO THE PROPERTY FOUND A FIRE IN PROGRESS AND TFD HAD NOT YET ARRIVED. I SPOKE WITH A PERSON WHO STATED HE CALLED IN THE FIRE. I THEN WALKED INTO THE PROPERTY AND REMOVED 7 PEOPLE FROM THE PROPERTY. TFD ARRIVED SHORTLY AND I WAITED ON THE SCENE AND CONTACTED MARTIN ROMERO AND LAURIE PHUMPREY AND EXPLAINED WHY I WAS THERE. FIRE STARTED IN THE REAR YARD AREA JUST OUTSIDE THE REAR PORCH. PORCH AND ALL CONTENTS WITHIN THE PORCH AREA WERE BURNED IN THE FIRE, THE PORCH CONSTRUCTED OF METAL POSTS AND RAFTERSAND COVERED WITH COROGATED FIBERGLASS WAS FIRE DAMAGED AND FIBERGLASS MELTED. JUST OUTSIDE THE PORCH WAS A CAR THAT WAS FIRE DAMAGED AS WELL. A PALM TREE NEAR THE PORCH RECEIVED MINOR BURNS. TFD BELIEVED THE FIRE STARTED FROM A POWER CORD THAT RAN NEXT TO THE CAR IN A TALL GRASSY AREA. OWNER WAS NOT HOME AT THE TIME AND THE FIRE DID NOT MOVE INTO THE HOUSE. A COUPLE OF WINDOW PANES WERE CRACKED IN THE N/W BEDROOM BUT DID NOT APPEAR TO BE CAUSED BY THE FIRE. >S/W GAS ARRIVED, DIRECTED THEM TO THE METER, HELPED MOVE ITEMS SURROUNDING THE METER SO S/W GAS COULD WORK. METER WAS ULTIMATELY SHUT OFF AND PINNED, WENT A STEP FURTHER DISCONNECTED GAS LINES FROM THE METER AND CAPPED THE LINES. GAS RECONNECT REQUIRED. >BECAUSE OF THE LIVING CONDITIONS INSIDE THE STRUCTURE NOT RELATED TO THE FIRE, BUT AT THE RECOMMENDATION OF TFD THE ELECTRICAL SERVICE PANEL WAS SHUT OFF AND THE METER BOOTED. ALSO BECAUSE OF THE HOARDER SITUATION IN THE REAR YARD AND MULTIPLE ELECTRICALL CORDS RUNNING THRU OUT THE PORCH AREA AND REAR YARD. >THE INTERIOR OF THE HOUSE WAS FOUND TO BE UNSANITARTY, BLOCKED PATHWAYS TO THE EXTERIOR EXITS, CORDS RUNNING THRU OUT THE HOUSE AND UNSURE FROM WHERE OR WHERE TO . THE HOUSE WAS VERY DIRTY, OWNER LIVED IN THE N/E BEDROOM AND THE REST OF THE HOUSE WAS USED FOR STORAGE. >EXTERIOR APPEAREDTO BE THAT OF A HOARDERS HOUSE AS WELL. THERE WERE A COUPLE OF JMV'S, METAL FENCING, PIECES OF METAL I-BEAMS. OTHER TYPES OF FENCING, CORRIGATED METAL, (OWNER WORKS FOR CANYON FENCE) AND CONSTRUCTION TOOLS SCATTERED THRU OUT THE REAR AND SIDE YARDS OF THE PROPERTY. FOUND TALL GRASS AND WEEDS THRU OUT THE REAR YARD AND ANIMAL FIECES. >A NOV WAS ISSUED FOR ERMEGENCY VACATE, PERMITS REQUIREDFOR GAS AND ELECTRICAL RECONNECTS, AND CLEAN UP FOR THE INTERIOR SANITATION PRIOR TO REOCCUPYING THE HOUSE . NOV INCLUDED THESTORAGE AND CLEAN UP OF THE REAR YARD. BOARD UP WAS NOT REQUIRED AND OWNERS SECURED ALL DOORS. PROPERTY IS ALSO COMPLETELY SURROUNDED WITH A SIX FT FENCE, LOCKS ON ALL GATES. I SPOKE WITH THE OWNER AND WALKED HIM THRU HOW THINGS SHOULD PROCEED IF HE WANTED TO GET BACK INTO THE HOUSE. EXPLAINED HE NEEDED TO HIRE A LICENSED ELECTRICAL AND PLUMBING CONTRACTOR TO MAKE NECESARY CORRECTIONS SO THAT ELECTRICAL AND GAS COULD BE RESTORED. THEN EXPLAINED AT A MINIMUM ALL TRASH AND DEBRIS, UNWANTED ITEMS NEEDED TO BE REMOVED FROM THE INTERIOR AND SAFE PATHWAYS CREATED FROM ALL ROOMS TO THE EXTERIOR OF THE STRUCTURE. THEN THEY COULD START ON THE EXTERIOR OF THE STRUCTURE. I WILL CONTINUE TO FOLLOW UP TO DETERMINE WHAT PROGRESS IS BEING MADE
