Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe. |

No person who owns or is in control of any real property within the city shall maintain, permit or allow graffiti to remain on any building, fence, structure or otherwise on such property where the graffiti is visible from the street or other public or private property. (b) Notice of violation and abatement. Upon the receipt of notice requiring abatement from the graffiti abatement official, any person owning or otherwise being in control of the property shall remove or abate all graffiti within the time frame specified in such notice. The city or its authorized representative is expressly authorized to enter private property and abate graffiti. |

Each owner, lessee, tenant, resident or occupant shall maintain a property so it is free of the accumulation or untended growth of vegetation. The accumulation or untended growth of vegetation means the presence of plants on property that create a fire, safety or health hazard, or that attract vermin either on the property, on neighboring properties, or on both, and includes but is not limited to: (1) Any lawn grass that exceeds 6 inches in height; (2) All weeds that exceed 6 inches in height; (3) Dead trees and dead shrubs; (4) Dead palm fronds within ten feet of the ground, a structure, a fence or wall, or of any combustible other than the tree from which the fronds have grown; (5) Any tree, shrub, or other form of vegetation of any kind on the property or on the adjoining right-of-way, street, or alley that extends over or under the sidewalk space or roadway in a manner that may interfere with the reasonable use of the street, sidewalk, or alley for pedestrian or vehicular traffic of any kind or that may obstruct the view or light distribution of traffic-control devices or luminaries. Vegetation must be trimmed and maintained to provide an unobstructed pedestrian path a minimum 48 inches in width and 80 inches in height from grade. |

| 10/20/2020 | INSP - INITIAL CODE ENFORCMENT | VIDAL | Approved | Met on site with T.P.D. officer Cramer and inspector Morales and looked at the exterior of the property and the interior common areas. Was able to look at one room that was not occupied at this time with the manager on duty at the time. While waiting did find a hole in the front in the driveway that was dug out and more than 30" deep. Had cones and no caution tape or fencing at this time. Did meet with the manager and requested fencing around the opening to block off the hole and was going to be done today. Has metal expansion screening on the windows on the bottom units on several units on the windows and not able to exit in the event of an emergency. Those windows covered with the expansion metal was advised to have removed for exiting in the event of a fire for rapaid escape from the unit to the outside of the unit. Has lights added in the parking lot area with extension cords and the wiring is not protected and wrong gauge wiring. Found where the cover plates to junction boxes are lacking or are loose. Has conduit that has been added for lighting that is on the concrete curbs and the fittings are not rated for exterior use. AC wall units have been added and are lacking the cover places for the exterior portion of the units or have been damaged. They have palm trees that have fronds that are dried out and hanging and closer than 10' from the ground. They have trash and debris through out with some being broken masonry blocks that is piled up against a wall. The trash enclosure has been damaged and the wall is leaning on one side where it has been hit. The wall is not loose at this time. The sliders in the rooms will need to be checked for the rollers due to checked one room and the rollers are worn out and hard to open and close the windows. They have people that have been in the rooms 3 to 4 months. |
