07/24/2020 | INSP - INITIAL CODE ENFORCMENT | GOODMAN | Approved | VISITED SITE, MET WITH TFD WHO MENTIONED A PORTION OF THE ROOFING AND SOME COOLERS HAD BLOWN OFF THE ROOF IN A WIND GUST A COUPLE OF DAYS EARLIER, COOLERS HAD BEEN REPLACED THE VERY NEXT DAY. SPOKE WITH THE PROPERTY MANAGER WHO CONFIRMED THE COOLERS HAD BEEN REPLACED AND THAT SHE HAD 2 ROOFERS COME AND GIVE BIDS FOR THE ROOF. THE COMPANY THEY CHOSE PRIOR TO THE RAINS CAME AND TARPED THE ENTIRE ROOF OF UNIT 302. MANAGER STATED SHE HAD ALREADY BEEN OUT TO ACCESS THE WATER DAMAGE AND HAD GIVEN MONEY OR REDUCED RENT TO THOSE PEOPLE AFFECTED AND MAY NEED HOUSING. MANAGER ALSO STATED THAT ROOFERS TOLD HER THAT THEY WOULD NOT BE ABLE TO START UNTIL TUES 7/28 AFTER THE RAINS HAVE STOPPED. I PROCEEDED TO WALK THE WORST UNITS WITH TFD STARTING WITH UNIT #1. THE UNIT HAD APPROX 4 SHEETS OF DRYWALL THAT BECAME SATURATED AND FELL OFF THE CEILING. THE RAFTERS AND PLYWOOD WERE ALSO VERY WET AND ELECTRICAL LINE TO THE LIVINGROOM FIXTURE EXPOSED. OCCUPANT TOLD TFD THAT SHE WOULD BE STAYING WITH HER DAUGHTER BUT MAY REQUIRE HOUSING DOWN THE ROAD. TFD INFORMED HER SHE WOULD NEED TO CONTACT TFD TO BE ABLE TO RECEIVE HOUSING THRU RED CROSS. NEXT WORSE UNIT WAS UNIT #4, IT A SMALL PIECE OF DRYWALL APPROX 3 FT X 5 FT BELOW WHERE THE COOLER SETS. THE REST OF THE UNIT APPEARED TO BE DRY AND DRYWALL INTACT. I EXPLAINED THAT BECAUSE THE REST OF THE UNIT WAS DRY AND THAT SHE WANTED TO STAY IN THE UNIT, THAT SHE SHOULD MOVE HER MATTRESS INTO THE LIVINGROOM AS SHE HAD MORE THAN ENOUGH ROOM AND STILL BE DRY AND SAFE FROM ANY WATER ISSUES. UNITS 3, 5 AND 7 WERE ALSO INSPECTED AND HAD LITTLE WATER DAMAGE AND IF THERE WAS ANY LEAKING IT WAS MINOR WATER COMING IN AROUND THE DUCT WORK OR WHERE THEIR COOLERS SAT ON THE ROOF. I FELT THESE UNITS WERE LIVABLE SPOKE TO ALL OCCUPANTS WHO GATERED IN THE COURT YARD AND EXPLAINED THAT IF THEY DID NOT FEEL SAFE THEY NEEDED TO LET US KNOW NOW SO THAT RED CROSS COULD BE CALLED TO HELP. I INFORMED THEM OF WHEN THE ROOFERS WOULD START ROOFING AND HAD TO ALLOW THE ROOF TO DRY AND INFORMED THEM WE WERE EXPECTING RAIN THRU SUNDAY. I ALSO GAVE MY CARD TO EVERYONE WHO WAS AVAILABLE. I ASKED IF ANY CONCERNS CONCERNING THEIR UNITS TO TO PLEASE CONTACT ME OR CALL 911. I WAS NOT INFORMED BY THE MANAGER WHO RECEIVED ANY MONEY BUT NOBODY OFFERED THE INFORMATION THAT THEY HAD BEEN GIVEN ANY KIND OF RENT REDUCTION OR MONEY FOR A HOTEL. PROPERTY MANAGER SEEMED TO HAVE EVERYTHING UNDER CONTROL AS SHE HAD ALSO WALKED THE UNITS HAD COOLERS REPLACED AND ROOF TARPED AND ROOFERS SCHEDULED. AT THIS POINT IT IS UNDETERMINED WHETHER OR NOT THERE WILL BE ANY ADDITIONAL RAIN DAMAGE. THE MANAGER WAS ALSO INFORMED THAT IF RAFTERS AND SHEATHING WERE TO BE REPLACED, IT WOULD REQUIRE A PERMIT. THE ROOF REMAINED TARPED AND COULD NOT BE SEEN OR INSPECTED. A NOV WAS NOT ISSUED. INSPECTOR GONZALEZ WAS INFORMED OF THE SITUATION. |
