THESE DISCHARGES ARE IN VIOLATION OF TUCSON CODE, SECTION 27-15(A) AS FOLLOWS: (1) ALLOWING WATER TO ESCAPE FROM ANY PREMISES ONTO PUBLIC PROPERTY, SUCH AS ALLEYS OR STREETS, OR UPON ANY OTHER PERSON'S PROPERTY.
