04/16/2018 INSP - INITIAL CODE ENFORCMENT VINDIOLA Approved Arrived on site and met with manager of the complex who stated unit 1308 did not have electricity and is running extension cords from second floor up to his third level unit. When I arrived no extension cords were seen going into that unit manager states she already unplugged it. Knocked on door several times however no one came to the door. Because of description from manager, went ahead and posted the unit window as Do not occupy no electricity. While leaving tenant of the unit drove up to the complex in a bicycle. He stated he did not have electricity however was working on the situation. Furthermore he is not living in the unit at this time but staying at a friend's house nearby. I advised him no one could be living inside the unit as it does not have all utilities, he could however be there during the daytime cleaning up and take care of the business of getting utilities back on in this case electricity. And that he could not be there when the sun went down, he understood. Went back to talk to manager in office however office was closed and was unable to make a second contact with her
05/29/2018 INSP - FOLLOW UP CODE ENFORCE VINDIOLA Approved Arrived on site and met with manager. We both walked up to unit to find tenant in unit along with at least five other men drinking beer and hanging out. A verbal confrontation happened between the manager and the tenant to the point where the manager had to call TPD. TPD arrive with two units and we all explain to him why he can no longer be on the unit. Maintenance was going to board the window and changed the lock today. Tenant was also instructed if you needed to get back into the apartment for any reason he must go through the manager and arrange that. Will move to close out this case as tenant is out, and locks have been changed and window will be boarded. Officer Castillo and officer Valdez where the officers responding.
