06/28/2017 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

THE BUILDING IS A CMU TYPE BUILDING. . THE FRONT OF THE BUILDING HAS AN OPEN PORCH WITH A STEEL FRAMED STAIRCASE WITH CONCRETE STEPS. THE REAR OF THE BUILDING HAS A WOOD FRAMED REAR CANTILEVER BALCONY WITH DECKING BOARDS AND A METAL RAILING. THIS WAS A VISUAL INSPECTION FROM THE GROUND FLOOR. BELOW ARE THE CODE VIOLATIONS FRONT OF THE BUILDING DECKING BOARDS AND THE PLYWOOD HAVE DETERIORATED AND ARE DAMAGED DUE TO WOOD ROT. RIM JOIST IS DAMAGED AND THERE'S A SECTION IS MISSING BETWEEN THE STAIRCASE AND DECK. THERE IS ADDED HARDWARE TO THE WOOD BEAMS DUE TO BEAM POCKETS, EITHER BROKEN OR MISSING BLOCK. THERE IS A BEAM WHICH IS DAMAGE AT THE POINT OF CONNECTION TO THE POST DUE TO WOOD ROT MULTIPLE BEAMS HAVE MISSING HARDWARE. METAL RAILINGS HAS MISSING HARDWARE, PORTIONS OF THE RAILING HAVE EXCESSIVE RUST. THE ARE AREAS OF THE RAILING WHICH HAVE RUST HOLES IN THE POSTS AND BALUSTERS, SOME OF THE RAILINGS ARE NOT ATTACHED OR LOOSE IN SOME AREAS. THE FRAMED METAL STAIRCASE HAS SEVERE RUST IN AREAS WHICH SUPPORTS THE CONCRETE STEPS. THERE ARE STEEL POSTS WHICH SUPPORT THE ENTIRE FRONT PORCH STRUCTURE WHICH CONSIST OF THE MULTIPLE STAIRCASES, A 2ND FLOOR DECK AND ROOF. THERE ARE MULTIPLE POSTS WHICH ARE OUT OF PLUMB. THERE IS DAMAGE TO MULTIPLE BEAM POCKETS, EITHER BROKEN OR MISSING BLOCK. REAR OF THE BUILDING THE BALCONIES HAVE HEAVY DETERIORATION AND WOOD ROT DAMAGE TO THE DECKING BOARDS, THERE ARE BOARDS WHICH HAVE UPLIFTED DUE TO WRAP AND MISSING FASTENERS. THE BALCONY METAL RAILINGS HAS MISSING HARDWARE.
11/22/2017 INSP - FOLLOW UP CODE ENFORCE VINDIOLA Approved Arrived on site with TPD, owner and Inspector Bigman. Walked the property as a follow up and to bring TPD on board as to what is going on with this property. Owner states all permits have been pulled and issued for the repairs of each building. She has also secured a loan to complete the project and is working one building at a time. Code Enforcement will continue to work with owner and follow up on these cases.
