Every habitable room within a dwelling unit, guest room, and congregate residence shall be provided with safe heating facilities which are properly installed and maintained in a sound condition and are capable of providing adequate heating, appropriate for the climate, to assure a safe living environment. All heating facilities shall be free from health hazards associated with ventilation, mounting, electrical and gas connections and other defects. Unvented fuel-burning heaters must be of a listed and approved type, and are prohibited as the sole source of heating. Every dwelling unit, guest room, and congregate residence shall be provided, in at least one habitable room, with either mechanical cooling or an alternate cooling method. | 04/20/2017 | INSP - INITIAL CODE ENFORCMENT | VIDAL | Approved | Received call from T.P.D. on site with living condition in several units. Arrived and met with T.P.D. and the health department was on site checking several units for bed bugs. Did ask the maintenance and the front desk to have the manager come to the property due to going to do inspection on the complex. Did ask for all the occupied units to be listed to check the occupied unit for electrical, and water leaks. While on way to the property did talk to Russlyn Wells the zoning administrator on the amount of time of stay to be a violation in a hotel. It was less than 30 days and after 30 days it should be an extended stay or something with a kitchen. These room have no kitchens in any of the rooms but have hot plates and refrigerators in the room with some room having more than one. Once the manager came to the property, he walked with inspectors Rick Hollander and Richard Vidal and T.P.D. and the maintenance man. All the occupied units were checked with the permission of the tenants. Did find extension cords to added appliances as microwaves, refrigerators small and full size, hotplates and several units had more than one in the unit, washer machines, one unit was working on bikes and smelled chemicals in the room, rooms had the walking areas filled with storage of boxes or the items added to live in the units. Did talk to the manager after the inspection that the complex will be shut down due to the amount of people staying in the units longer than 30 days and the amount of other issues that exist in all the units. The smoke detectors did not exist in some of the unit due to working on the system to have interconnecting and connected to a fire panel. Some of the smoke detectors were filled to not have the smoke enter the smoke detectors due to smoking in the unit. Did agree to come back on Monday at 9:00 AM to check if all the units have been cleared and check if the units are secured. UNITS CHECKED 119, 120, 121, 122, 125, 126,128, 129, 130, 131, 133, 134, 137, 138, 139, 145, 146, 147, 154, 156, 159, 161, 165, 227, 229, 235, 237, 238, 239, 241, 243, 244, 250, 254, 259, 263, 265, 269, 270, 271 which were occupied units and checked several vacant units 257, 255, 253 with the ceiling falling due to water leaks on the roof. Did check several other units that were vacant and they were also lacking the the smoke detectors. Will be going to the complex on Monday to check if vacant and secured. RV. |
