The upper unit is owned by the owner of the property and will need to get a plumber. The tenant of the bottom unit will not be able to have the repairs completed until the toilet has been repaired on the upper unit. The upper unit owner will try and find a plumber to check and make the repairs. Will check in 10 days. RV. |
