All heating facilities shall be free from health hazards associated with ventilation, mounting, electrical and gas connections and other defects. Unvented fuel-burning heaters must be of a listed and approved type, and are prohibited as the sole source of heating. Ovens, stoves or ranges, or other cooking appliances cannot be used for the purpose of heating any portion of a dwelling. Listed, portable space heaters may only be used as the sole source of heating on a temporary basis when the permanent heating system is being repaired or replaced. |
02/08/2016 | T.C. Ch. 16, Sec. 16-11(c) ELECTRICAL SYSTEM. (1) All dwellings and dwelling units shall be provided with electrical service. Electrical facilities connected to or in any building or structure are to be maintained hazard-free and in a state of good repair. The electrical system shall be free from such hazards as bare wiring; overloaded circuits or services; equipment not properly grounded; over-fused circuits; misuse of wiring, including the use of extension cords in lieu of permanent wiring; non-approved wiring; and wiring exposed to moisture or extreme heat. Broken, loose, frayed, inoperable, defective or missing portions of the electrical service, lines, switches, outlets, fixtures and fixture coverings shall be repaired or replaced. (2) All electrical equipment, wiring and appliances shall be installed and maintained in a safe manner and in accordance with all applicable laws. |

02/07/2016 | INSP - INITIAL CODE ENFORCMENT | VIDAL | Approved | Received call from communication that T.F.D. responded to the property for electrical issues and the Captain from station #1 wanted a call. Did call the Captain at station #1 they were called to the property and have a smell of fire in the house. There was no hot spots found or any signs of fire and the areas of concern were checked with a heat sencor and found no hot spots with the gun. They did leave the electrical on and the tenants were leaving the property but to call them and someone that lives in the house will meet me at the site. The tenant was called and was on way to check the property. Arrived and there was a smell of burning of an electrical smell but not able to detect where the smell was coming from. The did have portable heater (2-raidant heaters) used to heat the house due to the heater in the house is not working. Did check the heater in the basement and has a yellow tag by Southwest Gas to not be used until checked. The water heater is crackling and is aged. The drainage line which is cast iron is leaking in the basement on the floor when in use from the upstair kitchen. The bathroom in the bedroom is not able to be used due to the drain is not working in the shower, the toilet is backing up and the sink drains slow. The person that stays in the room with the bathroom uses the main bathroom and is shared with everyone one that stays in the house. Lacking smoke detectors and has one in the living room that is not working. The light in the shelving in the kitchen area and the fan in the living room are not working. Will keep trying to call the owner and have left messages. Will do N.O.V. and will take inspector Rick Hollander to check the property again on Monday. RV. |

We examined the basement subpanel and explained what remained to be repaired, primarily an issue with the grounding and replacement of missing knockouts.
