01/22/2016 INSP - INITIAL CODE ENFORCMENT VIDAL Approved Communication called that T.P.D. on site with chemicals in the building and T.F.D. Haz Mat on there way. Arrived and T.P.D. on site with racing fuel inside the masonry building. The racing fuel that was in plastic and metal barrels and stacked in the rear of the building near the bathroom. Some of the barrels were empty and some had small quanities in the barrels. Not sure if any were full due to not able to get to the barrels due to items stacked around the barrels. There were people staying and sleeping in the unit. There is work being done on repairing washer and dryers, has extension cords in several areas that are spliced to appliances or lighting. There are no clear paths to walk around in the building and the bathroom has no water at this time. The were several people sleeping in the unit that were also working inside the building. There were people that were working somewhere else and were not on the property at the time of the inspection. Due to the nature of the racing fuel and no one to remove the barrels from the interior of the building, it was decided to remove power to the building with assistance of T.F.D. inspector De'Oria. The building has an opening the has been cut into a masonry wall that has not been supported properly and the masonry wall has cracks in the joints where sagging due to the supports it has now are not supporting the masonry wall. The opening has OSB sheathing to cover the opening from the exterior. The opening on the exterior has a lintel that is under sized and is sagging from the weight of the masonry wall above the opening. There is glass block on the north side of the opening at the top and the cracking starts from the area and continues to the south. The rear metal doors on the south side was not able to be locked due to no key and has a hasp on the interior of the building. The wood doors did have a pad lock and screws were placed to keep the doors shut. Did talk to the owner and not able to come to the property and did let her know that the property is going to be condemned due to the racing fuel inside the building, electrical issues with cords, an opening that was cut into a masonry wall and not supported properly and was sagging, not able to walk around the building interior due to the amount of storage, trash and debris, recycle items, has double lugging at the main disconnects, people sleeping in the building, bicycles stored, appliances of different items, construction equipment and tools with other items and lacking water. There are items that will need to be addressed and will have to look and check those when able to walk around the building better. Due to the owner not able to come to the property and no one on site able to secure the building, Arcaiden Industries was called to the site. The 2-6' metal and wood doors were screwed shut and the metal security door was pinned shut. T.E.P. was called to the site to remove the meter and will require a call for connection to have the power turned back on. Did the posting of Do Not Enter on the main disconnect due to not able to place on the door due to not sticking to the door. Did tell the owner that an electrician will need to be called to look at the work needed to get the power back on making correction before inspected. Will check in 45 days. RV.
