07/24/2015 | INSP - INITIAL CODE ENFORCMENT | GOODMAN | Approved | VISTED SITE, OFFICE FIRST, MET WITH MANAGER LISSETE WHO STATED THEY HAVE WORK ORDERS FROM TWO DIFFERENT TIMES THEY HAVE BEEN OUT TO REPAIR THE A/C UNIT ON 7/02 AND 7/17 , AND PROVIDED TWO OTHER NON RELATED WORK ORDERS TO SHOW THEY HAVE NOT NEGLECTED THE TENANTS REQUEST FOR REPAIRS. LISSETE AND MAINTANENCE PERSON BOTH STATED THAT HAMSTRA HEATING AND COOLING WRE COMING OUT TO CHECK UNIT #51 AND WOULD ALSO HAVE THEM CHECK UNIT 217 A THIRD TIME WHEN OUT. I VISITED SITE, MET WITH THE TENANT WHO ALLOWED ENTRY. UPON ENTRY I FOUND THE UNIT TO BE VERY COOL AND DID FEEL COOL AIR BLOWING FROM THE VENTS. CHECKED THERMO STAT AND IT READ 73 DEGREES. TENANT EXPLAINED THAT WHEN THE UNIT DOES NOT BLOW COLD AIR SHE TURNS IT DOWN TO 71 DEGREES. I CHECKED THE CARPET, IT WAS NOT WET, BUT TENANT SHOWED ME WHERE WATER WAS LEAKING FROM. I EXPLAINED THAT WITH THE TEMPERATURE TURNED DOWN SO LOW THE COILS MAY BE FREEZING OVER AND WATER FROM CONDENSATE LINE MIGHT BE LEAKING THRU THE CEILING. I MENTIONED TO TENANTS THAT MANAGER WOULD BE SENDING HAMSTRA COOLING TO CHECK THE UNIT THE FOLLOWING DAY. I RETURNED TO THE OFFICE TO INFORM THEM THAT HAMSTRA SHOULD RECHECK THE A/C UNIT AND THAT BECAUSE THE CEILING FELT WET THEY WOULD NEED TO PATCH AND REPAIR THE DRYWALL. MAINTANENCE DID STATE THEY WERE AWARE OF THE DRYWALL PROBLEM BUT DID WANT TO ALLOW THE AREA TO DRYOUT AND BE SURE THERE WERE NO MORE LEAKS WITH THE A/C UNIT PRIOR TO PATCHING, I THOUGHT THAT WAS SMART. IT DOES APPEAR TO BE WORK IN PROGRESS AND I STATED I WOULD ALLOW THEM BY MONDAY 7/27 TO HAVE THE A/C CHECKED AND THE DRYWALL PATCHED OR THAT A NOV WOULD BE ISSUED. ** DID RECEIVE A FAX FROM THE MANAGER STATING HAMSTRA HEATING AND COOLING DID CHECK THE UNIT AFTER HOURS BUT HAVE NOT YET RECEIVED THE INVOICE SHOWING WHAT WORK HAD BEEN DONE. |
07/27/2015 | INSP - FOLLOW UP CODE ENFORCE | GOODMAN | Approved | ON 7/24 I RECEIVED A CALL FROM THE TENANTS FATHER STATING THERE WERE ADDTIONAL COMPLAINTS THAT NEEDED TO BE ADDRESSED AND STATED THE A/C WAS NOT FIXED. **I MET WITH MR PARRA AT THE UNIT, FOUND A/C SET AT 71 DEGREES, MR PARRA STATED THAT HIS DAUGHTER WOULD SET UNIT AT 73 BUT TURN IT DOWN IF THE A/C UNIT WAS NOT BLOWING COLD ENOUGH AND THAT THE DAUGHTER HAS TWO KIDS IN THE APARTMENT. I SUGGESTED THEY MAY WANT TO GET A FAN TO BLOW AIR AND ADDITIONALLY MOVE AIR AROUND, BUT TURN THE A/C UP SO THAT IT DID NOT CONTINUE TO FREEZE OVER THE COILS, THAT IN TURN CAUSED THE LEAK FROM THE CONDENSATE LINE. MR PARRA ALSO STATED THEY HAD ADDITIONAL COMPLAINTS. I WROTE DOWN ALL COMPALINTS, ALL MINOR COMPLAINTS AND MENTIONED I WOULD GIVE MY LIST TO THE MANAGER. I ASKED THAT THEY ALSO COMPLETE A MAINTANENCE REPAIR, REQUEST FORM FROM THE MANAGER AND TO GET AND KEEP A COPY. I EXPLAINED THE CITY GIVES MANAGEMENT EVERY OPPURTUNITY TO ABATE ALL ISSUES BEFORE THE CITY GOT INVOLVED.** I TOOK MY LIST AND POSTED THE LIST ON THE OFFICE DOOR. CALLED MANAGER AND LEFT A MESSAGE. I RECEIVED A CALL FROM THE MANAGER THAT SHE RECEIVED MY LIST AND WOULD CONTACT HER UPPERS AND MAINTANENCEBUT HER CONCERN IS THIS MAY BE RETALIATION DUE TO THE COMPLEX HAVING THE TENANTS CAR TOWED. ** I EXPLAINED THE SITUATION TO RICK SALDATE, WHO OK'ED CLOSING THE CASE DUE TO MANAGEMENT HAVING THE A/C UNITS LOOKED AT THREE TIMES, UNIT BEING COOL AND NO WET CARPET, AND NEW ISSUES NOT PLACED IN A COMPLAINT FORM AND NOT GIVEN TO MANAGEMENT/ MAINTANENCE TO ADDRESS. RICK STATED IF ADDITIONAL COMPLAINTS WERE RECEIVED, WE WOULD THEN RE OPEN THE CASE. |
