06/27/2013 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

All buildings and structures are to be maintained so as not to pose a threat to the health and safety of any person or persons. The condition of a building or structure that meets any or all of the following is a public nuisance, is a violation of this chapter, and subjects the building or structure to abatement as provided in Article VI of this chapter, including demolition as provided in section 16-65: (11) The building or structure exhibits conditions that present actual or imminent hazards or dangers, or is otherwise unsafe for the purpose for which it is being used.

VISITED THE SITE DID FIND MAJOR CRACKING IN THE STRUCTURE, CONCRETE SLAB, FRAMING, DRYWALL SHOWED MAJOR CRACKS. BEAMS IN THE FRONT OF THE HOUSE AND INSIDE SHOWED SETTLING AND OUTSIDE SHOWED MAJOR CRACKING OF THE EARTH ALMOST ALL THE WAY AROUND THE HOUSE. CALLED AND MET WITH SUPERVISOR RICK SALDATE AND MARTIN ROMERO TO GO OVER MY FINDINGS. BOTH SPERVISORS FELT THE HOUSE MAY BE UNSAFE AND ASKED I CONTACT SECTION 8 INSPECTOR, AND THE OWNER BEFORE MOVING FORWARD. MARTIN CONTACTED WATER DEPT. AND FOUND NORMAL WATER USAGE OF 4-6 UNIT NOW UP TO APPROX 40-50 UNITS OR MORE THAN 10 TIMES THE NORMAL RATE HOWEVER WE FOUND NO EVIDENCE OF LEAKING FROM AROUND THE EXTERIOR OF THE STRUCTURE. ALL WATER MUST BE STAYING BELOW THE SLAB. TRIED CONTACTING SECTION 8, MARTIN MADE CONTACT TO INFORM THEM THAT WE MAY BE SHUTTING DOWN OR CONDEMING THE STRUCTURE TOMORROW.
11/13/2013 INSP - FOLLOW UP CODE ENFORCE RVIDAL Approved The permit has been finaled on 10-31-13. At this time the case will be closed. The house is vacant and secured. Violation Abated, Close Case. RV.
