06/20/2013 T.C. Ch. 16, Sec. 16-11(c) ELECTRICAL SYSTEM. (1) All dwellings and dwelling units shall be provided with electrical service. Electrical facilities connected to or in any building or structure are to be maintained hazard-free and in a state of good repair. The electrical system shall be free from such hazards as bare wiring; overloaded circuits or services; equipment not properly grounded; over-fused circuits; misuse of wiring, including the use of extension cords in lieu of permanent wiring; non-approved wiring; and wiring exposed to moisture or extreme heat. Broken, loose, frayed, inoperable, defective or missing portions of the electrical service, lines, switches, outlets, fixtures and fixture coverings shall be repaired or replaced. (2) All electrical equipment, wiring and appliances shall be installed and maintained in a safe manner and in accordance with all applicable laws.

06/25/2013 T.C. Ch. 16, Sec. 16-14(c) BUILDINGS AND STRUCTURES CONSTITUTING A NUISANCE. All buildings and structures are to be maintained so as not to pose a threat to the health and safety of any person or persons. The condition of a building or structure that meets any or all of the following is a public nuisance, is a violation of this chapter, and subjects the building or structure to abatement as provided in Article VI of this chapter, including demolition as provided in section 16-65: (3) The building, structure or any portion thereof has been damaged by fire, earthquake, wind, flood or any other cause, to such an extent that the structural strength or stability thereof is materially less than it was before the damage and is less than the minimum requirements of the building code for new buildings of similar structure, purpose or location.
11/21/2013 T.C. Ch. 16, Sec. 16-11(f)(5) All interior coverings, finishes, surfaces including walls, ceilings and floors shall be maintained in a good, clean and sanitary condition. Peeling, chipping, flaking or abraded paint shall be repaired, removed or covered. All walls, ceilings or floors shall be free from holes, breaks and loose or rotting materials. Cracked or loose plaster, wallboard, decayed wood or other defective surface conditions shall be corrected.

WILL GO OVER ISSUES AGAIN WITH BOTH SUPERVISORS AFTER MEETING WITH GARY. ELECTRICAL ISSUES OBSERVED; 719 E. Fort Lowell The fires at the rear of the property caused sever damage to the conduits and conductors in the raceways that were in the path of the fire or close proximity. An 8x8x6 junction box appears to have heat related damage also, with the photo cells below the box, melted away. The small outdoor junction box feeding from the ¾" conduit also appears heat damaged. At the service location there are three disconnecting means inside the covering enclosure. The center disconnecting means cover can not be opened fully to access or work on. The cover for the contactor box was not properly secured to the box. The controlling circuit was disconnected. The right disconnecting means was energized, but marked "Abandoned" with partial removal of conductors and circuits connecting to other electrical boxes. The cover for the contactor box was not properly secured to the box. The left disconnecting means feed the panel with circuits labeled for Pole lights, Canopy lights, and other lighting. None of the disconnecting means were labeled as to the usage or supply. It is noted that all of the disconnecting means including the service main are in a moderate to severe deteriorated condition with unused openings. At the service location several junction boxes containing contactors may have not been code compliant at the time of install were also noted that 713 E Fort Lowell The feeder conduit for this space passed through the fire area. The conduit was separated at emergence from the ground. The conductors had the insulation burned from the wire exposing them to the conduit causing a ground fault condition and blowing all three (3) fuses. The entire raceway was severely heat damaged. The service disconnecting means is attached to a weather rotted board that is detaching from the wall. The condition of the service disconnecting means is deteriorated with build-up of foreign material and dirt. The neutral termination has multiple tap connections. The main service gutter/raceway is severely deteriorated with openings through the abandoned electrical equipment allowing access for birds or persons to contact unprotected service entrance conductors. From this gutter/raceway a 4" conduit feeds to another service gutter at different location (Mixed Martial Arts and the Barber shop). This will be addressed under 701 E. Fort Lowell. There is no labeling of the disconnecting means as to property served or usage. 701 E. Fort Lowell This service is being feed from another location's TEP service drop. It is not grouped with the other services for first responder to affectively disconnect as necessary under an emergency condition. There was no labeling present as to property served, to conditions, or usage. The service disconnect for 701 E. Fort Lowell has multiple tap connections on the line side of the service disconnect. It appears that the two other service disconnects are being feed from these taps. The terminal lug were not intended for more that one conductor. This disconnect has sever deterioration leaving portions of the enclosure open to the environment due to rusted out metal. This service disconnecting means also has build-up of foreign material and dirt. The service nipple connection is rusted to the point of loss of effective ground fault path for safe operation. The main service gutter/raceway is severely deteriorated with unused openings. It is noted that all of the additional disconnecting means are in a moderate to severe deteriorated condition with unused openings.
