The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe. |

IT WAS DETERMINED THAT POWER HAD BEEN OFF TO THE STRUCTURE BUT WERE TRYING TO GET POWER TURNED OF TO ADJOINING BUILDINGS. TEP WAS ONSITE BUT TEP ADDRESSING TO THE STRUCTURES SERVICE PANELS DID NOT MATCH CITY ADDRESSING, THEREFORE HCD AND TEP AGREED TO CUT POWER TO THE BLOCK AND WORK BACKWARDS. WHEN POWER WAS CUT WE FOUND OUT THAT STREET LIGHTS ALSO WENT OUT. IT WAS DETERMINED WHAT BUILDING COULD BE RESTORED, UNITS 120 TO THE EAST END OF THE BLOCK 130 OR THE CHICAGO STORE. ALL SERVICE PANELS WERE CORRECTLY IDENTIFIED TO EACH UNIT. POWER WAS RESTORED TO THE BLOCK AFTERWIRES WERE CUT AT THE WEATHER HEAD FOR 98, 100, AND 102. PANEL FOR 102 WAS ADRESSED TO 100. POWER WAS TURNED OF AT THE SERVICE PANEL FOR 108 WHICH WAS INDIVIDUALLY METERED AND POWER TURNED OFF FOR 110-112, WHICH ACTUALLY HAD A PERMIT FOR A NEW SERVICE PANEL UPGRADE AND REMODEL TO VOODOO JACKS BAR. OWNER FOR THE PROPERTY WAS LOCATED AND ACTUALLY OWNED AND RAN THE BUSINESS FOR THE WIGORAMA WIG SHOP. OWNER WAITED ONSITE UNTIL SHE COULD GET INSIDE TO DETERMINE THE AMOUNT OF DAMAGE TO THE STORE. MET WITH SOUTHWEST GAS DETERMINED GAS HAD BEEN OFF TO THE ADRESSES 98, 100-102, 108, 110-112. METER HAD BEEN TURNED OFF AT THE RISER BUT EVENTUALLY FOUND ALL GAS LINES HAD BEEN DISCONNECTED AND THAT THERE WAS NO POSIBILLITY THAT THERE WAS GAS IN THE LINE AS GAS HAD BEEN OFF FOR YEARS. TFD LATER CALLED WATER DEPT TO TURN WATER OFF TO THE BUILDING AFTER IT WAS DETERMINED OWNER OF THE BUILDING OWNED HALF THE BLOCK OR ADDRESSES 98TO 112, OR 6 ORIGINAL UNITS. FIRE HAD ORIGINATED IN UNIT 100-102, HEAVY FIRE DAMAGE TO THE ROOF AND REAR OF THE STRUCTURE. WALKED EACH STRUCTURE TO DETERMINE THE AMOUNT OF DAMAGE AND FINDINGS ARE AS FOLLOWS: WIGORAMA, 98 E CONGRESS: THERE WAS NO FIRE DAMAGE TO THE UNIT ALTHOUGH FIRE CAUSED ELECTRICAL SERVICE LINES TO THE STRUCTURES WEATHER HEAD TO BURN BEYOND REPAIR. ELECTRICAL LINES WERE CUT TO THE MAIN SERVICE PANEL AT THE WEATHERHEAD. MY ORIGINAL INSPECTION FOUND WATER RUNNING THRU THE ELECTRICAL FIXTURES AND OLD DUCT WORK. THERE WAS WATER DAMAGE TO THE FLOORING AND STORES CONTENTS. ALSO HEAVY SMOKE DAMAGE. THERE WERE NO SIGNS OF CEILING DAMAGE, HOWEVER I CAN ONLY THINK THERE WAS POSSIBLE WATER DAMAGE TO THE CEILING AND POSSIBLE ROOF LEAKS DUE TO WATER RUNNING OUT OF FIXTURES IN THE MIDDLE OF THE STORE. DOWNTOWN GRILLE, 100-102 E CONGRESS ST: FIRE APPEARED TO START AT OR TOWARDS THE REAR OF THE STORE, AND EVENTUALLY BURNED ABOUT 75% OF THE BUILDING STARTING SOUTH AND MOVING TO THE NORTH. EVERY THING IN THE 100 SECTION WAS A TOTAL LOSS. THERE WAS A FIRE WALL BETWEEN 100 AND 102, TWO OPENING WERE CUT INTO THE FIRE WALL AND NO FIRE SEPERATION, FRONT DOOR WAS NOT FIRE RATED. FIRE DID NOT MOVE FROM 100 TO 102. FROM THE REAR WALL TO ABOUT 30 FT NORTH WAS A LOFT AREA, LATER FOUND ROOF SLOPED FROM NORTH TO SOUTH WITH A 8-10 FT ATTIC SPACE AT THE NORTH END TO ABOUT 4-6FT AT THE SOUTH END. FIRE QUICKLY BURNED INSIDE THE ATTIC SPACE EVIDENCED BY THE CHARRING ON THE BRICK WALLS. POWER WAS CUT AT THE WEATHERHEAD DUE TO FIRE DAMAGED POWER LINES. WATER CUT OFF LATER. UNIT 108 E CONGRESS; UNIT APPEARED TO BE A OLD RESTARAUNT BECAUSE OF THE TABLES CHAIRS AND EQUIPMENT. SPACE WAS NARROW 16 FT WIDE, MAYBE 100 FT DEEP. POWER WAS TURNED OFF AT THE SEVICE PANEL AND METER BOOTED. THERE WAS ONLY HEAVY SMOKE DAMAGE TO THE INTERIOR. 110-112 E CONGRESS, VOODOO JACKS LOUNGE/BAR: UNIT WAS PRESENTLY UNDER CONSTRUTION/ REMODEL, WORK BEING DONE UNDER PERMIT. THERE WAS NO FIRE DAMAGE TO THE UNIT ONLY LIGHT SMOKE DAMAGE. UNITS 120-128 LONG REALTY / MEB AND 130 CHICAGO STORE HAD POWER TURNED OFF BUT LATER RESTORE. POWER TO THE STREET LIGHT WAS ALSO RESTORED. IT WAS DETERMINED LATER THAT OWNER MYUNG S KIM NOT ONLY OWNER AND RUNS WIGORAMA BUT SHE OWNED HALF THE BLOCK IN QUESTION ADDRESS 98 TO 112. ** WAS ALLOWED BY TFD TO BO UP IN THE LATER TRUCK TO VIEW THE AMOUNT OF ROOF DAMAGE. AT THAT TIME FOUND ALL ROOFS SLOPED NORTH TO SOUTH WITH AN ATTIC SPACE OF 8-10 FT ON THE NORTH END, 4-6 FT ON THE SOUTH END. ALSO FOUND FIRE/ WATER DAMAGE TO THE PARAPHET WALLS ON THE EAST AND WEST SIDES. IT WAS LATER DETERMINED THAT OWNER WAS LEASING UNITS 100 - 112 TO CLONGRESS STREET CLUBS MAFIA LLC., THERE ARE ACTUALLY 6 PARTNERS IN THE MANY BUSINESSES WHICH INCLUE SAPPHIRE LOUNGE, ZEN ROCK NIGHTCLUB, AND XCURTIONS, NIGHTCLUB. ART CORRAL (CONTROLLER, (609-1830) HEADQUARTERS AT 125 E CONGRESS. LATER IN THE AFTERNOON TFD/ TPD INSVESTIGATORS HAD RECOVERED EVIDENCE FROM FILM TAKEN AT THE UNISOURCE BUILDING SHOWING 2 PEOPLE POSSIBLE ENTERING THE BUILDING AND ONLY ONE PERSON COMING OUT FOLLOWED BY A LARGE FLASH. THEREFORE TAMMIE PENTA INFORMED ALL THAT THERE WOULD BE A RECOVERY DEMO TO FOLLOW, AT WHICH TIME ALL PARTIES INVOLVED WOULD BEGIN HELPING WITH ALL PHONE CALLS IN PREPARING TO MOVE FORWARD. HCD CONTACTED HISTORICAL COMMITEE REP JONATHAN MABRY. WERE ASKED TO CONTACT AN ENGINEER AND CONTRATOR. CITY DEMO WAS CONTACTED MENTIONED THEY WOULD NOT REQUIRE AN ENGINEER AND ALAN ALVARADO SHOWED UP TO DETERMINE THE AMOUNT OF DAMAGE AND EQUIPMENT REQUIRED TO COMPLETE THE JOB. IT WAS DETERMINED THAT PIMA COUNTY OWNED THE PARKING AND LOT SOUTH OF THE BUILDINGS, JIM GARRISON WAS CONTACTED (PIMA COUNTY MANAGER FOR PARKING OPERATIONS) A MESSAGE WAS LEFT FOR JIM AND HE SHOWED UP ON SITE EARLY THE NEXT MORNING. ALSO TRIED COUNTACTING PIMA COUNTY ADEQ, GENERAL SERVICES, AND TRANSPORTATION.(?) MET WITH JONATHAN MABRY WHO PROVIDED GOOD INFORMATION AND PICTURES AND HAD SEVERAL REQUESTS FOR ONLY THE REAR WALL AND FIRE DAMAGED ROOF TO BE REMOVED. INFORMED OWNER OF THE DEMOLITION, ALLOWED OWNER TO ENTER HER STORE TO REMOVE CERTAIN BELONGING. CALLED BATHCREST TO SECURE CERTAIN OPENINGS AT THE REAR OF THE BUILDING AND CONTACTED BIFF BAKER FENCE TO FENCE THE FRONT OF THE STRUCTURE. TPD ASKED THAT ALL PARTIES INVOLVED MEET AT 6:30 AM TO BEGIN THE RECOVERY/ DEMO PROCESS. |
