08/13/2012 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.
08/13/2012 T.C. Ch. 16, Sec. 16-11(b) (2) COOLING. Every dwelling unit, guest room, and congregate residence shall be provided, in at least one habitable room, with either mechanical cooling or an alternate cooling method. Cooling facilities shall be installed and maintained in a safe condition and in accordance with the manufacturer's recommendations, and shall be capable of providing adequate cooling, appropriate for the climate, to assure a safe living environment. Evaporative cooling shall be maintained to be free of excessive rust, corrosion or mineral deposits that limit proper operation. Any mounting apparatus for a cooling facility must be structurally sound. Mechanical fans or portable evaporative cooling devices may only be used on a temporary basis as the sole source of cooling when the permanent cooling system is being repaired or replaced.
08/13/2012 T.C. Ch. 16, Sec. 16-12(a)(2) PROTECTIVE TREATMENT. All exterior wood surfaces, except for decay-resistant woods, must be protected from deterioration and from the elements by paint or other protective treatment or covering. Any exterior wood surface that has paint that is peeling, flaking, cracked, blistered or chipped, resulting in bare, unprotected surfaces, the deteriorated condition of that surface must be eliminated and the surface repainted. All metal surfaces subject to corrosion or rust must be treated or coated to inhibit corrosion and rust, unless corrosion or rust is a design element.
08/13/2012 T.C. Ch. 16, Sec. 16-12(c) STAIRWAYS, DECKS AND PORCHES. All stairways, decks and porches shall be maintained in a safe condition and shall be capable of supporting the load and resisting all forces placed thereon by normal use. Every handrail and guardrail shall be firmly fastened and capable of supporting normally imposed loads, and shall be maintained in good condition.

08/11/2012 INSP - INITIAL CODE ENFORCMENT GGOODMAN Approved VISITED SITE, MET WITH TFD CAPTAIN, WHO MENTIONED FIRE STARTED IN ROOM ADDITION OUTSIDE THE TRAILER. ADDITION WAS JUST OFF THE FRONT PORCH WITH A DOOR FROM THE TRAILER TO THE ADDITION ON THE SOUTH SIDE OF ADDITION, AND A DOOR ON THE WEST SIDE OF ADDITION WHICH WAS JUST A PIECE OF PLYWOOD ON HINGES. TENANT MELLISA BELTRAN MENTIONED SHE HAS ONLY BEEN THERE SINCE JUNE AND HAD BEEN USING THE BEDROOM FOR HER SON. THE ADDION HAD NO POWER AND SHE PLANNED ON FIXING IT UP. THERE WAS WIRING TO EACH OUTLET BOX BUT HAD NOT BEEN COMPLETED. MS. BELTRAN WAS RUNNING POWER FROM AN EXTENSION CORD FROM THE TRAILER TO THE ADDITION AND POWERED A LAMP AND THE COOLER. LAMP WAS KNOCKED OVER ONTO THE CLOTHES PILE WHICH STARTED THE FIRE. TFD HAD REMOVED DRYWALL AND OPENED UP THE WALLS AND CEILING REVEALING ILLEGAL SPLICES IN BOTH AREAS. SPLICES HAD BEEN BURNED BEFORE. ADDITION WAS 2X4 FRAME/ SIDING, 2X4 CEILING JOIST 24 INCH O.C. 1/2 INCH DRYWALL AND LEDGER CONNECTED TO THE TRAILER. FIRE WAS LIMITED TO THE ADDITION, DID NOT AFFECT THE TRAILER IN ANY WAY. FIRE LIMITED TO CLOTHING, A DRESSER, AND A CHAIR. REMOVED EXTENTION CORD RUNNING FROM THE TRAILER. ADDITION APPEARS TO BE AN ILLEGAL ADDITION. WILL ISSUE NOV FOR THE ILLEGAL ADDITION.
