05/15/2012 T.C. Ch. 16, Sec. 16-11(c) ELECTRICAL SYSTEM. (1) All dwellings and dwelling units shall be provided with electrical service. Electrical facilities connected to or in any building or structure are to be maintained hazard-free and in a state of good repair. The electrical system shall be free from such hazards as bare wiring; overloaded circuits or services; equipment not properly grounded; over-fused circuits; misuse of wiring, including the use of extension cords in lieu of permanent wiring; non-approved wiring; and wiring exposed to moisture or extreme heat. Broken, loose, frayed, inoperable, defective or missing portions of the electrical service, lines, switches, outlets, fixtures and fixture coverings shall be repaired or replaced. (2) All electrical equipment, wiring and appliances shall be installed and maintained in a safe manner and in accordance with all applicable laws.
05/15/2012 T.C. Ch. 16, Sec. 16-11(e) PLUMBING SYSTEMS. (3) All plumbing systems are to be maintained safe and hazard free and in a state of good repair. Every dwelling or dwelling unit shall have an adequate potable water supply. Every plumbing fixture, water and waste-pipe, and gas connection shall be properly installed in accordance with all applicable laws and maintained in good and sanitary working condition so as to prevent structural deterioration or health hazards, and are to be free from leaks and obstructions.
05/15/2012 T.C. Ch. 16, Sec. 16-11(f)(5) All interior coverings, finishes, surfaces including walls, ceilings and floors shall be maintained in a good, clean and sanitary condition. Peeling, chipping, flaking or abraded paint shall be repaired, removed or covered. All walls, ceilings or floors shall be free from holes, breaks and loose or rotting materials. Cracked or loose plaster, wallboard, decayed wood or other defective surface conditions shall be corrected.

Any swimming pool or other contained body of water that contains water 18 inches or more in depth at any point and that is wider than 4 feet at any point and is intended for swimming must be properly secured and maintained so as not to create a hazard to public safety, a health hazard or attractive nuisance, and shall be entirely enclosed by a wall, fence or other barrier that is adequate to prevent access by children. Water shall not be allowed to stagnate or to harbor insect infestation.

05/15/2012 INSP - INITIAL CODE ENFORCMENT DCOX Approved I inspected the property 05-11-12 @ 10:30am. There were several code violations discovered. The following is a list account of violations: Swimming pool in rear yard is chemically unbalanced and a deep shade of green with much debris in and on the surface of the water. The pool poses an immediate health hazard to the occupants of the residence. Insect proliferation, particularly mosquitos, presents an additional hazard. The occupants stated the filtration system for the pool was not working and that they were instructed to refrain from making any attempts to correct any of the problems. The rear yard has not had any routine maintenance and weeds were overgrown as a result. There are no smoke detectors in the residence. On the interior of the residence there were numerous problems. Starting in the kitchen; there was a ceiling box which had no fixture attached leaving exposed wiring. There were two fixtures, one in the kitchen and one in the day room which were not functioning due to presumably defective bulbs. The occupants stated that these, as with all discrepancies, had been reported and that "nobody was able to figure out how to change the bulbs. As a result the tenants had placed a table lamp with the shade removed on top of a wall cabinet for light in the kitchen area. Standing floor lamps were used for lighting in the day room. The kitchen sink faucet and supply lines are defective to the point that the hot water must be turned off unless in use and when turned on and in use leaks into the base cabinet continuously creating a potential for mold and bacteria proliferation. The disposal in the sink functions on an intermittent basis. The water heater is located in a utility closet in the kitchen area and does not have a code compliant, IRC 2803.6.1, discharge pipe for the pressure relief valve. In the same utility closet is the switching for the evaporative cooler. The power or On/Off switching is defective requiring the occupant to respond to the Main electrical circuit panel, outside of the living area, to energize or de-energize the cooler. In addition there is no other disconnect or Midwest-Box for the cooler. The toilet in the hall bathroom is defective and unusable. In the master bedroom closet there is a light fixture installed without any switching mechanism, requiring the bulb to be screwed in by hand for use then unscrewed when not used. In the master bathroom the flush handle and mechanism for the toilet is broken and not functioning properly. There are numerous holes in the walls which the occupant stated were there at the time she entered the initial lease agreement with the former owner, Jeff Coleman and Jennifer Arno-Coleman. Mr. Coleman stated he would make all necessary repairs however it was later revealed that Mr. Coleman was amidst a foreclosure and had no intention of making any repairs. The carpets in the bedrooms and living room are dirty and worn and in need of replacement. The occupant stated that she has been requesting that the repairs and maintenance be performed since December of 2011 when Federal National Mortgage Association acquired possession of the property however none of the repairs have been made. Furthermore the occupant stated that no person or representative of FNMA responded to the residence at the time of acquisition to assess the condition of the property prior to issuing any rental or lease agreements.
07/11/2012 INSP - FOLLOW UP CODE ENFORCE DCOX Approved A follow up inspection at the residence revealed that most of the violations had been addressed however not all had been resolved. The lighting in the kitchen had been replaced and the leaking kitchen water supply had been corrected. Smoke detectors were installed. Toilet fixed. Remaining items which need attention; 1. The electrical circuit for the switching of evaproative cooling system is still non- functional and must be operated at the main electrical service to the residence. 2. The pool remains partially empty of water and the water is chemically out of balance and a deep shade of green with algae and there is no active water filtration system in operation. 3. The water-heater TPM or pressure relief valve overflow piping has not been addressed In an overpressure event the water would be dumpped into the interior of the residence, speciffically the laundry closet located in the kitchen. This would cause scalding tempature water to flood that area resulting in a potential burn injury to any nearby persons. 4. Carpets remain in need of cleaning or replacement. 5. Water leak at the supply for the evaporative cooler is leaking. 6. The roof, whcih was identified as a problem after the initial inspection, is in need of immediate attention. Reflective coating is almost completely absent and the underlayment and protective tar coating are in and advanced state of deterioration. The deterioration may be allowing water from rains to penetrate the plywood decking and ultimately into the interior of the residence. Licensed contractor(s) required for Electrical, Plumbing and HVAC system(s) maintenance/repair.
