Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

S/W GAS SHOWED NO GAS TO THE ADDRESS. FIRE STARTED IN DETACHED GARAGE WHICH APPEARED TO HAVE BEEN ENCLOSED AND BEING USED AS LIVING SPACE. RENTORS DENIED ANYBODY WAS LIVING INSIDE. OCCUPANT TAMMY COGGINS MENTIONED PROPERTY WAS OWNED BY DEED AND NOTE TRADERS, HER FAMILY WAS RENTING TO OWN. UPON ENTRY FOUND ALL ELECTRICAL THROUGHOUT THE STRUCTURE HAD BEEN INSTALLED IN A HAZARDOUS MANOR, ALL WIRING WAS EXPOSED AND ALL OUTLETS, SWITCHES, AND LIGHT BOXES AND FIXTURES WERE ADDED TO THE OUTSIDE OF THE WALLS AND CEILING. ONE 20 AMP BREAKER FED THE STRUCTURE FROM THE MAIN SERVICE PANEL. NO SUB PANEL WAS FOUND INSIDE THE ENCLOSED GARAGE, PLYWOOD COVERED THE OPENING WHERE ELECTRICAL ENTERED THE BUILDING. FIRE STARTED AT A ELECTRICAL OUTLET. rAFTERS WERE UNDERSIZED AND OVERSPANNED NOW FIRE DAMAGED. ROOF SHEATHING FIRE DAMAGED AND FRAMED PONY WALL ON TOP OF 5 FT BLOCK WALL WAS ALSO FIRE DAMAGED, STUDS OVERSPANNED AND LACKING A DBL TOP PLATE. ORIGINAL GARAGE OPENING NOW ENCLOSED IS NOT PROPERLY CONSTRUCTED. TAMMY COGGINS MENTIONED BOTH MAIN STRUCTURE AND GARAGE WERE BUILT PRIOR TO 1950. EMERGENCY NOV TO VACATE WAS ISSUED AND STRUCTURE POSTED UNFIT TO OCCUPY. BOARDING NOT REQUIRED. SEE ADDITIONAL NOTES IN CASE PACKET.
