HOLLY PRICHARD #4345 SPOKE WITH HOLLY PRICHARD WHO ALSO MENTIONED THAT SHE WAS OUTSIDE ON FRONT PATIO, DID MR MADINA POSTING UNITS ON THURSDAY 2/2/06 AND TALKED WITH HIM IN PERSON ABOUT WHAT HE WAS EXPECTING * SPOKE WITH LISA MARTIN #4351 WHO MENTIONED THAT SHE HAS RECIEVED BOTH POSTINGS FROM ROY MEDINA STHILL NOTHING HAS BEEN DONE * 4359 KNOCKED ON DOOR, RECIEVED NO ANSWER, FOUND UNIT POSTED * 4361 KNOCKED ON DOOR, RECIEVED NO ANSWER, FOUND UNIT POSTED * LAURIE WELCH #4375 MENTIONED THAT SHE HAD RECIEVED POSTINGS AND THAT MOST EVERYTHING HAD BEEN DONE IN UNIT BY ROY MEDINA. * 4379 KNOCKED ON DOOR, RECIEVED NO ANSWER, DID FIND UNIT POSTED AT THIS TIME * 4397 JOE CERRY DID SEE ROY POST UNITS ON 2/2/06 RON ORACK CONTROLS TO LOOK AT HEAT/PACS 622-4822 2/9/06 * HAVE CALL INTO ESSENTIAL/HENRY TURNER ABOUT EXTERIOR OF UNITS * RECIEVED CALL FROM HENRY/ESSENTIAL PEST CONTROL MENTIONED HE WOULD BE OUT THRUSDAY TO TREAT 7 UNITS, OUT TODAY TO GIVE BID FOR ENTIRE COMPLEX INSIDE AND OUT. ROY MEDINA WALKED ME THRU UNIT #4371 TO SHOW THE CONDITION OF THIS PETICULAR UNIT AND EXPLAINED MOSE UNITS ARE LEFT IN THIS CONDITION. FOUND HAZARDOUS ELECTRICAL, HOLES IN WALLS, FLOORING RUINED, DAMAGED DOORS OR MISSING DOORS, TUB DAMAGED, UNUSUAL AMOUNT OF HOLES IN THE WALL, BOTH PLUMBING RUNNING CONTINUALLY. GAS METERS WALKED INSIDE OF WALKWAY AREA OF COMPLEX COUNTED 5 SINGLE UNITS AS I ENTERED THE GATE, TO THE WEST OF COMPLEX, AT NORTHWEST WAS TWO STORY STRUCTURE 5 UP AND 5 DOWN. I THEN WALKED THE REAR OF THE WEST SIDE OF STRUCTURE AND FOUND ONLY SIX GAS METERS IN PLACE # OF THOSE METERS WERE RED TAGGED OR HAD LOCK BOLT IN PLACE (15 METERS TOTAL/6 IN PLACE) WALKED BACK INSIDE COUNTED 4 UNITS TO THE NORTH OF COMPLEX, 2 SINGLE STORY UNITS AND 1 TWO STORY STRUCTURE 1 UP AND 1 DOWN. WALKED TO THE REAR OR NORTH SIDE OF COMPLEX FOUND 3 METERS IN PLACE 1 REMOVED. ONE METER TURNED ON, TWO BOLTED. WALKED EAST SIDE OF COMPLEX FOUND 7 UNTS, 1 LAUNDRY ROOM, (8 TOTAL) LAST UNIT TO THE NORTH WAS LAUNDRY/HOT WATER HEATER RUN. WALKED TO THE REAR OF THOSE UNITS FOUND 6 METERS IN PLACE. THE LAUNDRY ROOM METER WAS TURNED ON 2 METERS WERE RED TAGGED, 2 LOCKED. I WALKED THE ROOF ON EAST SIDE STRUCTURE AND FOUND THAT NOTHING HAD CHANGED FROM THE 1ST DAY I HAD BEEN TO THE COMPLEX AND ISSUED THE NOV. ELECTRICAL BOXES STILL LYING ON THE ROOF TOPS FROM BEING KNOCKED OVER (OR MAYBE NEVER MOUNTED) EXPOSED ELECTRICAL WIRING AT UNITS AND FROM CONDUIT. NO GAS FLEX LINES WITH SHUT OFF VALVUE AT SOME UNITS AND SAME GAS LINES TERMINATED WERE GAS ENTERED THE ROOF LINE. FROM THE EAST SIDE ROOF COULD SEE NOTHING WAS DONE ON THE 2 UNITS ABOUVE SINGLE STORY UNITS AND NOTHING DONE TO THE SINGLE STORY UNITS TO THE WEST. |
06/02/2006 | INSP - FOLLOW UP CODE ENFORCE | GGOODMAN | Approved | VISITED SITE, MET WITH MIKE VALDEZ OF RINCON HEATING AND COOLING AND RAY MENINA PROPERTY MANAGER. MIKE VALDEZ WAS CONTACTED BY OWNER GINA DARVIS TO EVALUATE THE GAS AND HEAT PACK SITUATION. MIKE VALDEZ WANTED TO KNOW WHAT THE CITY WAS EXPECTING OF MRS. DARVIS. I EXPLAINED TO MIKE THAT THE CITY ASKED IN JANUARY THAT THE HEAT PACKS BE CHECKED AND PROPERTY MAINTAINED, GAS INSTALLED, GAS LINES CHECKED, ELECTRICAL AND CONDENSATE LINES BE PROPERLY MAINTAINED OR BROUGHT UP TO CODE. RAY MENDINA EXPLAINED THAT PERMITS HAS BEEN PULLED ON 12-14 UNITS, OTHER UNITS WERE RUNNING AT THIS TIME. I EXPLAINED TO MIKE EXACTLY WHAT WE WERE EXPECTING, MIKE MENTIONED THAT HE THOUGHT HE HAD A GOOD IDEA HOW TO HANDLE WHAT NEEDED TO BE DONE AND WOULD GET A PRICE TO DO HIS PORTION OF THE WORK TO THE OWNER MRS DARVIS. MIKE ALSO EXPLAINED THAT HE WOULD NEED ALL GAS LINES READY FOR GAS HOOK-UP. RAY MENTIONED HE WOULD NEED HELP TO DO THE GAS LINES. MIKE MENTIONED HE WOULD CONTACT MRS DARVIS FIRST AND IF THEY AGREED TO HAVE HIM DO THE WORK THAT HE WOULD CONTACT DOUGHERTY PLUMBING TO PRICE AND COMPLETE THE GAS LINE INSTALLATION. NO PICTURES WERE TAKEN. |
